New York eHealth Collaborative: Data Quality Business Analyst

New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.

Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network connecting healthcare providers statewide, develops policies and standards that support the utilization of health technologies, assists healthcare providers in adopting and effectively using electronic health records, and ensures that the SHIN-NY provides services to support the State's public health and Medicaid efforts.

 

Position Summary:

The Data Quality Business Analystwill play a crucial role in ensuring that healthcare data is accurate, reliable, and compliant. This role will assist in providing support to NYeC's six regional subcontractors called Qualified Entities (QEs) in performing quantitative analysis of the quality of data flowing through their regional health information exchange (HIE) to support strategic development and services.

In order to do this job well, you will have strong analytical skills, high attention to detail, and outstanding communication skills. You have a strong sense of personal ownership in maintaining high-quality data assets essential for informed decision-making and operational efficiency. This position reports to the Data Quality Manager, and will be operated out of the Albany, NY or Manhattan, NY office location.

 

Primary Responsibilities:

  • Process incoming data-related requests working with requesters to development business requirements to create and/or modify existing datasets or data solutions; perform control checks for data development builds and assist in the integration of data from various sources and systems; perform advanced analysis to deliver quality issue root causes.

  • Collaborate with cross-functional teams, including data engineers, data analysts, and business stakeholders, to understand data requirements and challenges and ensure Data Quality standards are met.

  • Assist the Data Quality Manager in shaping Data Quality compliance controls, maintaining data security and privacy standards, ensuring that Data Quality controls comply with relevant regulations, including HIPAA and other healthcare data privacy and security standards; and aligning Data Quality operations with data governance practices and standards to ensure data accuracy, consistency, and compliance with regulatory requirements.

  • Support the ongoing monitoring of Data Quality through the monitoring, enhancement, and development of Data Quality dashboards, tools, life cycles, and metrics for future Data Quality use cases.

  • Assist in developing public health Data Quality specifications.

  • Provide meeting management preparation and support during stakeholder meetings and for the Data Quality Workgroup.

  • Assist in regular audits and assessments of data to identify inaccuracies, inconsistencies, and Data Quality issues; Implement data validation processes and quality checks to ensure data accuracy and completeness; collaborate with business partners and data management/governance teams to resolve Data Quality issues promptly.

  • Generate and maintain reports on Data Quality metrics, highlighting areas for improvement; suggest, participate in, and implement data improvement initiatives, including data cleansing, validation, and enrichment processes.

  • Research and keep up to date with industry standards, regulations, and best practices in Data Quality to assist in the continued development and maturation of SHIN-NY wide Data Quality standards.

  • Support Innovation & Interoperability (I&I) program development, implementation, and management.

  • Perform other duties as needed.

Experience and Skills Required:

  • Bachelor's degree in a related field (e.g., Business, Data Science, Healthcare Administration, Information Systems).

  • 3-4 years of experience in Data Quality management, business analysis, data solution implementation, or related fields.

  • Proven experience using Data Quality tools, techniques and in monitoring, data analysis, and documentation.

  • Knowledge of healthcare data/information workflows, data ingestion and ETL/ELT processes.

  • Experience and familiarity with the Health Insurance Portability and Accountability Act (HIPAA) and Protected Health Information (PHI).

  • Experience with Health Information Exchange (HIE) and/or electronic health records (EHR).

  • Experience with healthcare interoperability standards, and Data Quality.

  • Understanding of data governance and regulatory compliance.

  • Outstanding skills with MS Excel, and other standard office applications.

  • Proficiency in data analysis tools and languages (e.g., SQL, Python) and writing/developing SQL queries.

  • Capable of interacting with multiple stakeholders (i.e. policymakers, business executives, healthcare providers).

  • Excellent organizational, written, and oral communication skills.

Experience and Skills Preferred:

  • Preferred experience with FHIR and gravity project standards.

  • Previous work experience with a health plan, hospital or health system, physician practice, or Federally Qualified Health Center (FQHC) a plus.

Expectations of Employees:

  • Employees work a hybrid in-office schedule (at either our Manhattan, NY or Albany, NY office and then remotely). Barring specific exemptions, team members are expected to work from the office on a regular schedule determined by the COO and on other days specified by their manager (no less than 1 day per week in the office). This schedule is subject to change.

  • NYeC supports work happening across New York State. From time to time our team members must visit other parts of the state. The most common requirement is for a New York City based team member to travel to Albany and vice versa.

We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany, NY based candidate is $65,000 to $75,000. The annual base salary range for this role for a Manhattan, NY based candidate is $80,000 to $90,000. The salary offer will not be based on a candidate's salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
