JOB DESCRIPTION


Job Title: Data Collection Analyst

Department: ETSD

Reports To: Compliance & Quality Assurance Manager

Supervises: None

FLSA Status: Exempt

Pay Grade: E4

Job Type: Regular, Full-Time

AKBCU: Yes ICPA: No

General Functions:

The Data Collection Analyst is responsible for identifying, collecting, arranging, and analyzing data related to ETSD services. Data Collections Analyst will utilize specialized skill to ensure data is accurate and of high-quality standard in its collection, interpretation and application within ETSD. Data Collection Analyst will present findings to ETSD Leadership and staff in a way that promotes improvement of Data Collection, Work Participation Rates, reduction of participant complaints, and efficiency in departmental organizations in order to make better decisions.

Duties and Responsibilities:

  • Extract data from primary and secondary sources, using automated tools.
  • Identify database reporting issues and associated issues, and remove corrupt data.
  • Organize data in a readable format and create and maintain databases and data systems.
  • Analyze data to determine its quality and meaning.
  • Filter data by examining reports and performance metrics to find and correct data issues.
  • Utilize statistical tools to identify, examine, and evaluate trends and patterns in data sets that may be useful for prediction and training.
  • Identify areas of data resulting in the need for training of staff.
  • Analyze local, national, and global trends that impact both the organization and the industry.
  • Prepare management reports containing trends, patterns, and forecasts.
  • Work with management and leadership to identify process improvement opportunities, propose system modifications, and devise data strategies which may benefit all ETSD services. 
  • Prepare final analysis reports for stakeholders to analyze data allowing important decisions to be made based on various facts and trends.
  • Update and assist in enhancements to ETSD databases.
  • Work with Compliance and Quality Assurance Manager to help provide new/on-going training for all Quality Assurance and Training Specialists.
  • Review Quality Assurance & Training Specialist monthly/quarterly/annual training documents for all ETSD staff, to ensure staff has met training standards.
  • Supports the Sr. Director/Sr. Program Managers with preparation/reviewing of grant reports.
  • Assists all programs in meeting established goals and objectives of grants.
  • Working knowledge of CARF requirements as it relates to data and improvement of service delivery.
  • Communicate clearly and professionally with team and other staff.
  • Maintain Confidentiality according to regulations, policies and procedures.
  • Perform all related duties as assigned.

Job Specifications:

  • Excellent computer abilities in internet, email, databases, spreadsheets, and word processing.
  • Excellent data accuracy and analysis skills to prevent inaccuracies in department databases and recordkeeping systems.
  • Demonstrated ability to make independent, thoughtful decisions.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to prioritize work and work-related responsibilities.
  • Demonstrated capacity to operate computer programs such as Word, Excel, and PowerPoint.
  • Demonstrated Ability to perform well in a team environment.
  • Demonstrated ability to work independently with minimal supervision.
  • Strong written communication skills to include grammar, spelling and vocabulary.

Minimum Qualification:

  • Bachelor’s Degree in Business Administration or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • Three (3) years working in a Data Support and/or Administrative support role.
  • Two (2) years working with a large electronic database system.
  • Continued employment is contingent upon receipt of a satisfactory state and federal fingerprint criminal background check.

Preferred Qualifications:

  • Experience with program management, writing quarterly reports, administering funds.
  • Experience working with Alaska Native people, knowledge of their values and belief systems and ability to provide culturally competent services.

Physical Requirements:

  • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
