Job Description
Texas Health and Human Services (HHS) Provider Finance department (PFD) seeks a highly qualified candidate to fill the position of Data Analyst III in the Quality Review Unit (QRU). PFD is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to PFD’s mission by assisting with financial reporting activities.
The Data Analyst III performs moderately complex (journey-level) data collection, reporting and analysis to monitor, evaluate, and increase efficiencies for PFD. Work involves conducting detailed analysis of and extensive research on data, used for fiscal estimates and deliverables. Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions. Assists in defining, developing, implementing data standards, developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement. May establish and maintain standard work procedures governing the appropriate use of data, develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality. May provide guidance to others. The Data Analyst works with various teams to explore different aspects of a system (people, policy, and processes) to determine why particular areas are performing well or have opportunities for improvement. Identifies and interprets data patterns and trends and assesses data quality. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Analyzes data using standard statistical tools, methods, and techniques. Consults with internal and external customers and PFD staff to identify user needs. Compiles and queries data. Identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data. Interprets results to identify significant differences in data. Identifies and interprets data patterns and trends and assesses data quality. Cleans and prunes data to discard irrelevant information. (30%)
Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions. Assists in defining, developing, and implementing data standards. Assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement. Assists in developing software applications or programming to use for statistical modeling and graphic analysis. (25%)
May develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality. (15%)
Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions. (15%)
May perform quality assurance and serve as a subject matter expert on data integrity, extraction, and compilation. May guide the selection of data management tools, and the development of standards, usage guidelines, and procedures for those tools. May provide guidance to others. (10%)
Performs related work as assigned. (5%)

Knowledge Skills Abilities:
Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings; of data models, database design development, data mining, and segmentation techniques; and of record keeping, including security procedures for handling, protecting, and distributing confidential data.
Knowledge of Medical claims data and/or Medicaid claims data and cost reports preferred.
Skill in the use of a computer and applicable software, in analyzing problems and devising effective solutions, in conducting data searches, in evaluating and translating large amounts of data, and in critical thinking.
Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; to communicate effectively; and to provide guidance to others.

Registration or Licensure Requirements:

Initial Selection Criteria:
Experience in data analysis, research, compilation, and/or reporting work. Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field is generally preferred. Experience and education may be substituted for one another.
Experience with healthcare, Medicaid, or other medical claims or cost report data preferred.
