Responsibilities:
Cyber Counterintelligence Program Advisor duties for the Department of Defense (DoD) Cyber Crime Center (DC3), Operational Enablement Directorate (OED) focused on Cyber Counterintelligence tools and objectives. DC3 is designated as one of seven Federal Cybersecurity Centers and is aligned as a separate agency under the Inspector General, Office of the Secretary of the AF.
The OED is one of six DC3 operational Directorates. OED Amplifies the effects of DoD-wide LE/CI investigations and operations, and by extension, the effects of the U.S. Intelligence Community (USIC) at large. The OED is composed of the Analytical Group (AG) and Special Capabilities Group (SCG), both of which have unique operations support requirements.
OED/SCG's mission is to provide support to the DoD counterintelligence community through the management of the evolution and development of the CADO-IS (Collect, Analyze, Disseminate and Operationalize - Integrated Solution) environment and an Automated Data Obfuscation capability. SCG's mission is to manage the CADO-IS program to enhance & integrate numerous cyber-based interagency and DoD counterintelligence capabilities to improve and integrate with, acquisitions & technology protection and DoD Cyber CI counterintelligence operations.
JOB DESCRIPTION:
Utilize expertise in counterintelligence (CI), cyber operations, system architectures, hardware/software components, and protocols to meticulously analyze government proposals, project plans, and deliverables for accuracy and completeness. Skillfully draft, edit, and coordinate plans across diverse stakeholders and organizations, ensuring seamless integration of cyber CI capabilities baseline requirements and operations while adhering to legal, regulatory, and security requirements.
Conduct comprehensive project planning, encompassing the development and management of technical requirements, budget forecasts, and schedules under the guidance of the project government lead. Collaborate within a multi-discipline project team, combining technical knowledge with operational and threat intelligence to formulate holistic capability proposals for smooth transition into operational use.
Play a pivotal role in coordinating DC3 joint strategic and operational planning, contributing to the execution of capability pairing in support of the DoD Cyber mission. Provide strategic advice on Joint Planning & Targeting Cycles principles, including Focused, Effects-Based, Interdisciplinary, and Systematic operations, offering valuable support to planners integrating DC3 cyber capabilities into partner plans and operations.
Contribute to the development, synchronization, and deconfliction of strategic-level cyber planning and operations. Foster coordination with Combatant commands, Joint Staff, and other agencies involved in strategic operations. Generate post-planning and execution documents, including lessons learned, results, and conclusions, collaborating with entities such as DOD, Federal Agencies, and commercial partners.
Deliver scheduled and ad hoc briefings as well as point papers on DC3 joint capabilities and operations. Identify, prioritize, and assess DC3 operations, activities, and actions to maintain awareness, oversight, and support for joint operational opportunities. Assist in planning, coordinating, and conducting conferences, working groups, and organizational meetings to support mission planning objectives.
Establish and nurture joint operations liaison contacts within DoD, CCDRs, military service communities, non-DOD agencies, the Joint Staff, and the Office of the Secretary of Defense (OSD).
Required Qualifications
  • Must have and maintain an Active Top Secret/SCI clearance
  • Master's degree with 10+ years of experience, or Bachelor's degree and 18+ years of experience, minimum 5 years of recent applicable experience DoD experience
  • Minimum 5 years' experience supporting Cyber Counterintelligence activities
  • Knowledge of the principles and practices of counterintelligence functional services, collection, investigations, and operations
  • Experience leading technical teams focused on cyber tools or technologies
  • Project management experience including requirement development and cost estimation
  • Understanding/awareness of latest cyber technologies and applications

Desired Qualifications
  • Strong inter-personal skills and an ability to interact with all levels of customer and mission partners
  • Graduate of a Military Department Counterintelligence Agent Certifying Course
  • Graduate of a Joint Counterintelligence Training Academy CI Operations Course or Joint Information Planners Course Phase I and Phase II
  • Experience in joint operations planning (J39) or supporting a Combatant Command J2X
  • Systems engineering and enterprise system architecture experience
  • Strong oral and written communication skills
  • Self-motivated with the ability to work independently and in a team environment
  • Flexibility to adapt to changing situations
  • PMP, DAWIA Level I or equivalent certification
  • Available to travel

This position is expected to be a hybrid position, with a 70% on site requirement.
Work Location: Linthicum, MD.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.

USD $125,500.00 - USD $219,600.00 /Yr.
