GENERAL SUMMARY:
Performs administrative and supervisory work involving the collection of funds for utility bills and other fees. Supervises Cashiers. Work is performed under general supervision of the Deputy Director of Finance and is reviewed through conferences, reports submitted and results obtained.
Must have reliable transportation for daily bank deposits.

Duties and Responsibilities
DUTIES AND RESPONSIBILITIES:
- Supervise Cashiers.
- Oversee and collect funds for payment of utility bills and other fees and licenses either over the counter or through the mail or electronic transfer.
- Post all City payments received via mail, drive thru and online payment processors.
- Reverse payments due to returned checks, duplicate payments and miscellaneous errors received from accounting.
- Calculate and issue service deposits for new commercial accounts.
- Set up new accounts and assign account numbers, transfer and close out customer accounts; log all cut-ons and cut-offs.
- Prepare cut-off list for each of the three (3) monthly billing cycles.
- Prepare and make daily bank deposit.
- Assist customer with accounts, receipts, service orders, name changes, etc.; adjust customer accounts for billing errors, leak problems, etc.
- Answer telephone; provide information regarding the operations and procedures of the assigned area.
- Handle inquiries, complaints and questions from customers pertaining to utility bills by phone or in person; explain policies.
- Maintain utility payment plans
- Handle all correspondence regarding the follow-up and processing of returned checks.
- Balance and prepare deposits; ensure all cash drawers are reconciled daily.
- Hire and train staff to operate cash receipts system; assist staff with cash receipts system problems and questions.
- Conduct and participate in Customer Service training.
- Review all applications for accuracy.
- Perform Cashier duties in their absence.
- Perform related duties as requested.
Knowledge, Skills and Abilities
Education and Experience:
Associates Degree and at least two (2) years of supervisory experience in Customer Service-related field; or an equivalent combination of education, training and experience.
Knowledge, Skills, and Abilities:
Knowledge of methods, procedures, and equipment used in office practices. Knowledge of utility service connection and termination procedures, customer billing, collecting, and adjusting methods and procedures. Knowledge of basic bookkeeping principles, practices, methods, and procedures. Knowledge of City code and ordinances. Knowledge of and adherence to safety rules and regulations.
Skill in the use of office and computer equipment.
Ability to post accounts and to perform mathematical computations with speed and accuracy. Ability to understand and carry out oral and written instructions. Ability to follow detailed work procedures. Ability to communicate effectively orally and in writing.
Ability to handle customer inquiries and complaints courteously and professionally. Ability to establish and maintain effective working relationships with the public and fellow employees.
