    Job Description

    The 0931 Manager III, Customer Programs Manager, manages the Customer Programs group within Power Enterprise. The Customer Programs prepares the over program budget, develops and implements energy programs such as, but not limited to, GoSolarSF, EV Charge SF, energy efficiency incentives, and net energy metering (NEM). The Customer Programs Manager also oversees staff responsible for program development, implementation, and distribution of incentives for both Hetch Hetchy and CleanPowerSF customers.

    The essential duties of this position include, but are not limited to the following:

    • Manage the development and implementation of Customer Programs for energy efficiency and DER programs for the Hetch Hetchy Power and CleanPowerSF Customers.
    • Manage work with other Power customer groups to integrate and support various program offerings such as GoSolarSF, EV Charge SF, energy efficiency programs, etc.
    • Oversee the marketing and outreach strategies to facilitate Customer Programs, solutions, and growth.
    • Monitor and support the implementation of program rules, policy directives and contractual constraints to ensure that customer needs are met effectively.
    • Manage the planning, research, evaluation, analyses, and studies of renewable and distributed energy resources.
    • Respond to public information requests related to program offerings.
    • Manage professional service contracts related to program offerings.
    • Identify operational constraints and evaluates or recommends policies and procedures to improve operations, mitigate risks, increase revenues, and decrease costs.
    • Develop standard operating procedures, training programs and materials to implement programs, trains analysts, technicians and other personnel on policies, program procedures, and compliance issues.
    • Direct the preparation of a variety of documents including reports; project work plans; program documentation, general correspondence; operating, financial and marketing plans; operating procedures and policy recommendations; meeting minutes; legal and regulatory interpretations and issues; and other types of written documents.

    The 0931 Manager II - Customer Programs Manager performs other job-related duties as required.

    Qualifications

    Education : Possession of a baccalaureate degree from an accredited college or university in Engineering, Economics, Business or a related degree.

    Experience : Five (5) years of professional experience working in a utility of which three (3) years of experience must include supervising professionals.

    Education Substitution : Additional qualifying professional work experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two years. One (1) year of experience is equivalent to 30 semester/45 quarter units.

    One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

    DesirableQualifications :

    The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

    • Project Management Professional (PMP) certificate
    • Experience in developing and implementing electric utility Customer Programs such as energy generation and storage, net energy metering, decarbonization, electric transportation and new constrution multi residential programs, etc.

    Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

    Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ) as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

    • Ability to manage, administer and/or coordinate a complex operational section
    • Knowledge of management and administrative process and practices
    • Knowledge of State and Federal regulations appropriate to unit
    • Knowledge of budget development and administration
    • Knowledge of personnel administration
    • Ability to plan, coordinate and direct work of subordinates and consultants/contractors.
    • Ability to analyze and report upon operating conditions and problems; recommend appropriate solutions
    • Ability to deal tactfully and effectively with personnel at all levels and the general public

    A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

    Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

    The department may administer additional position-specific selection procedures to make final hiring decisions.

    Additional Information

    Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
