GENERAL DESCRIPTION:
This position works under the supervision of the Technology Division Director. Responsibilities include providing technical expertise and support in maintaining the Secretary of State's software and hardware, including troubleshooting problems, implementing solutions, and maintaining day-to-day hardware and software support to the Agency. This position is responsible for direct support of several custom software systems utilized by the Secretary of State's Office, as well as working on special projects as assigned by the Technology Division Director or Office Executive Leadership.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Assists in troubleshooting/diagnosing hardware and software-related problems, makes appropriate repairs, recommends hardware and software replacements, and performs preventive maintenance.
  • Performs hardware upgrades and installs appropriate software drivers, base operating systems, and supported applications.
  • Provides software application training/assistance, including aiding on any number of software applications used for business within and with the Office.
  • Provides training to users for equipment and applications.
  • Works on critical IT systems sets priorities for work, makes frequent independent judgment decisions, and is responsible for actions carried out on systems.
  • Advises staff and management on upgrade recommendations, installations, and troubleshooting.
  • Creates training and informational and promotional materials for use by the office in various formats. This may include the graphic design of digital and print materials.
  • Works as a project lead or project team member to perform system life cycle tasks by gathering, analyzing, providing design, testing, and implementing new systems, as well as doing the like with existing systems which include modifications.
  • Maintains software applications, which includes testing and modifying or requesting modifications to section data tracking systems, upgrading software, and assisting in website updating. Conducts statistical reporting, including developing/designing reports to display data gathered from a number of data systems.
  • Writes documentation for applications, training manuals, and office processes.
  • Assists in software/hardware purchases.
  • Works with packaged systems or customized programs to meet the needs of end-users.
  • Assists senior specialists in preparing detailed analyses, plans, diagrams, and verification procedures for existing and proposed Business Applications.
  • Communicates the results of analyses and efforts to support management goals and recommendations.
  • Applies standards and protocols to data editing and updating procedures.
  • Assists in developing requests for proposals.
  • Undertakes additional special projects and duties as assigned.

KNOWLEDGE:
  • Knowledge of Hardware and Software - must be very familiar with conventional software and hardware so that user support can be provided and various tasks can be completed.
  • Knowledge and skill in computers, operating systems, and networking systems.
  • Knowledge of computer graphic design techniques and material, design, and desktop publishing software.
  • Knowledge of work at this level requires a basic understanding of the principles behind specialized technical disciplines and experience developing basic Business Applications.
  • Knowledge of principles, practices, and techniques used in the installation, maintenance, and troubleshooting of information systems.
  • Knowledge of network topologies, protocol, and design.
  • Knowledge of personal computer hardware, software, and utilities.
  • Knowledge of industry best practices in maintaining hardware and software.
  • Knowledge of project management.
  • Skills in interpersonal communication through verbal and written communication.
  • Ability to learn new technical concepts quickly and apply them to current work.
  • Ability to work independently and stay on task.
  • Ability to communicate technical information to technical and non-technical personnel.
  • Ability to diagnose problems, research solutions, and implement solutions.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Computer Technology)
Experience:
0-1 year of progressive work experience (typically in Computer Technology)
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Computer Technology)
Certificates, Licenses, Registrations:
None

PHYSICAL WORKING CONDITIONS:
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Occasional travel may be required.
  • Remote work is not available for this position; physical location is a requirement.
