GENERAL DESCRIPTION:
Under general supervision, provides customer service to individuals, veterans, and businesses. Interview, assess, and evaluate individuals and veterans, including transitioning military personnel, to ascertain qualifications and need for employment and training services. Ensures business needs are met by developing and filling employment openings. Refers customers to employment and other state and community resources.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Provides services to veterans with significant barriers to employment by coordinating and executing a broad range of basic career services and individualized career services in accordance with Federal and State program guidelines, policies, and regulations.
  • Interviews assess and evaluate customers to meet employment, training, and vocational needs, including program eligibility.
  • Conducts Veterans' job matches on local job orders and FCJL listings for job referral purposes and fosters cooperation for job listings from area Federal Contractors.
  • Provides direct customer service and case management to veterans with significant barriers to employment.
  • Confers with employers to develop and fill employment needs, and obtain placement information, company-specific information, and local labor trends.
  • Develops and maintains resource information and an effective network with local and state VSOs to provide Veteran and eligible spouse contact and provider information for Veteran services in Wyoming.
  • Develops and maintains electronic case files to record services and performance in accordance with standard record keeping, case noting, and program requirements.
  • Administers tests; assists, directs, and counsels veterans with significant barriers to employment, and enters data into the computer system.
  • Reviews all open case files of current participants with an SBE and performs case management duties, including follow-up.
  • Conducts relationship-building, outreach, and recruitment activities with other service providers in the local area, to enroll SBE and priority category veterans in the American Job Center.
  • Provide on-site business visits to understand employer needs, operations, and job openings.
  • Organize and/or participate in community events designed to connect business needs and job seekers and advance DWS services to both.
  • Administer career interest assessments.
  • Provide a holistic approach to services and provide referrals for additional support.
  • Enter or monitor data for information to be used in the particular program/division.

Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:

Preference may be given to candidates with experience building and maintaining relationships with community partners.

KNOWLEDGE:
  • Knowledge of state and federal statutes relative to employment and Agency programs.
  • Knowledge of departmental policies, customer service standards, and inter-agency protocols.
  • Knowledge of labor market information for the State of Wyoming and the skill to obtain current employment and job resource information using various multimedia resources, particularly Internet services.
  • Knowledge of administering and interpreting interest, skills, and proficiency tools and assessing employment issues and limitations.
  • Knowledge of case management practices to determine needs, create reasonable plans, and follow clients through successful program completion.
  • Skills in public speaking, oral, written, and electronic communication, and record-keeping.
  • Skills in establishing rapport with partner services and respecting established protocol with government agencies and their staff.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business or Human Services)
Experience:
0-1 year of progressive work experience (typically in Business or Human Services)
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Business or Human Services)
