Summary
This position is part of the Office of the Project Manager, Strategic Petroleum Reserve, Department of Energy. As a Crude Oil Marketing Analyst, you willserve as a key Crude Oil analyst and expert advisor on U.S. Crude Oil physical and commercial trading markets, oil terminal/pipeline and refining operations, long-term Crude Oil cavern storage, and Crude Oil quality surveillance, assessment, and measurement.

Duties
As a Crude Oil Marketing Analyst, you will:
  • Coordinate in the development and implementation for the overall Oil Acquisition and Transportation (OAT) Program policies, methods, and procedures and the identification of specific oil acquisition requirements.
  • Analyze proposed awards for adequacy in meeting Crude Oil quality requirements, including respective Crude Oil market values; recommends changes in contract terms; and identifies requirements and delivery alternatives as requested during negotiations.
  • Perform annual terminal/pipeline assessment surveys, coordinate lease payment receipts, and coordinate any/all aspects relating to the DOE leased facilities.
  • Evaluate the technical oil quality data for multiple commercially traded crude types and crude blend delivery cargoes to determine the acceptability of Crude Oil to be stored in the SPR for commercial or other Government clients.
  • Ensure that the strategic plan, mission, vision, and values of the Division, as well as the Department, are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work product and services.

  • This position works remotely, but the employee must live within the local commuting area of the position. If selected, it is required to sign a remote work agreement detailing remote working conditions and expectations for position.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
  1. Evaluating the effectiveness of industrial relations functions and programs in contractor organizations using reports, audits, and on-site reviews.
  2. Providing expert advice regarding applicability of and requirements for a wide variety of issues relating to, policies, regulations, and precedents in order to evaluate contractor oil terminal and pipeline industrial programs.
