The Department of Children, Youth and Families (DCYF) is looking for a Critical Incident Clinical Supports Administrator to serve DCYF staff affected by assaults, near and child fatalities, or other potentially traumatizing events and entails developing, managing, maintaining, coordinating, and supporting the agency's employee Critical Incident support program within Employee Supports.

The opportunity:
As the Critical Incident Clinical Supports Administrator, you will provide direct and proactive support for DCYF's employee Critical Incident supports activities, including providing Critical Incident employee supports and managing crisis debriefing contracts with mental health providers in the community. Additionally, you will provide guidance, consultation, and direction to agency leadership on the development and sustainability of the agency's Critical Incident support services and employee wellness programs.
This job has a hybrid schedule that combines in-office and remote work.
Some of what you will do:
  • Provide confidential and culturally competent consultation, evidence-based interventions, and trainings.
  • Advise and assist team members and employees in situations where more specialized professional care is needed and refer, when necessary, to professional assistance programs and/or community providers or emergency crisis intervention services.
  • Facilitate and provide crisis prevention and intervention training, crisis de-escalation training, and coping and stress management techniques education.
  • Oversee incident response plans, providing guidance and responding to any issues that may arise, including communication with relevant appointing authorities, confidentiality concerns, and team members, volunteers or contracted service providers practicing within the scope of this work.
  • Serve as a liaison between crisis response teams, appointing authorities, and human resources as needed.
  • Serve as contract manager and support contracted services and program staff in managing and responding to emergency crises or traumatizing events.
  • Ensure accurate and timely documentation for contracted and program services are accurate and timely.
  • Collect metrics on crisis program services provided and analyze outcomes data.

What we are looking for:
A Doctoral degree in psychology from an accredited school or department of psychology and a doctoral program that is accredited by the American Psychological Association (APA) or meets the requirements of WAC 246-924-046, AND Possession of a current license to practice psychology in the state of Washington, or possession of a license in another state with the ability to obtain a Washington license is also acceptable.
OR
A Master's degree in psychology, social work, or related field; AND Possession of a current license to practice psychology, LMSW, LCSW or equivalent.
Competencies:
At least five years of post-graduate clinical experience in mental health, child welfare or a closely related field.
AND
Proficient and skilled in Critical Incident stress debriefing/management and crisis de-escalation.
AND
Proficient and skilled in addressing the impacts of secondary trauma on staff who work with vulnerable persons; and accepted practices for integrating the effects of secondary trauma.
AND
Demonstrated effective communication skills and a minimum of five years of experience consulting with front line staff and others with limited mental health expertise.
Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org
Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Three years of post-doctoral psychology experience.
  • Interpret and apply statutes, safety codes, rules, regulations, and statewide operational policies.
  • Advanced managerial knowledge and skills in management principles, long-range strategic planning, resource allocation, budget development/formulation, fiscal accountability, project management techniques and human resources application skills.
  • Project management principles and practices, including experience developing and managing a project plan.
  • Facilitate and negotiate with multi-size groups to reach consensus or positive outcomes.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
