This announcement provides a reassignment/promotion opportunity to a Criminal Investigator, Specialist Band, assigned to the Organized Crime Drug Enforcement Task Force-Office Fusion Center (OCDETF-OFC).

Duties
NOTE: Arlington, VA location is noted as a placeholder, actual location will be at the OCDETF Fusion Center located in Fairfax, VA). The selected candidate will be required to remain in this position for a minimum of two years at this location.
In-Office Requirement:
The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role.
The successful candidate must be highly motivated, exhibit a high degree of leadership, and demonstrate experience planning and conducting complex federal criminal investigations.
Telework eligible - In accordance with OCDETF teleworking policies and shift requirements.
The position is advertised at the Specialist Band level and the salary range is $139,395 - $181,216, includes locality pay. Law Enforcement Availability Pay (LEAP) under the 1811 Series. The job also provides coverage as a primary position under law enforcement retirement.
Relocation expenses may be paid.

  • Serve as the primary liaison between USPS OIG and OCDETF-OFC.
  • The candidate (detailee) will serve a minimum period of twenty-four (24) months. Period of detail may be extended.
  • Develop and maintain effective professional working relationships within the OIG, Department of Justice, Postal Inspection Service, Drug Enforcement Administration, and other agencies assigned to the OCDETF needed through frequent and recurring direct contact and liaison.
  • Maintain contact with area field offices, divisions, or Headquarters and provide advice on reports or request information on sensitive and important issues involving reactive and proactive narcotics investigations.
  • Lead operational and case support activities, leveraging available data systems within the Office of Investigations to help identity and expose criminal networks for OCDETF investigations.
  • Coordinate and manage the case deconfliction between the Office of Investigations and the member agencies within OCDETF.
  • Manage the development and distribution of OCDETF intelligence work products for Office of Investigations cases.
  • Lead any and all technical efforts within the Office of Investigations to efficiently exchange relevant case data with OCDETF.
  • Develop and gather data for key performance metrics to continuously review the progress and contributions to OCDETF.
  • Assist in the analysis of data, emerging trends, and related investigative requirements.

VACANCY / DUTY LOCATION:
*The specific duty location will be Fairfax, VA assigned to the OCDETF-Fusion Center.

  • Must be a current USPS-OIG or USPIS 1811 employee
  • Must be able to obtain and maintain a Top Secret security clearance
  • Personnel detailed to the OFC shall abide by the DOJ Fusion Center (OFC) Rules of Behavior
  • USPS OIG staff detailed to the OFC agree to follow OCDETF/OFC dress standards and OCDETF/OFC facility, health, and safety guidance, including but not limited to pandemic-related precautions and security access protocols and prohibitions
  • USPS OIG staff detailed to the OFC agree to abide by OCDETF/OFC teleworking policies and shift requirements while assigned to the OFC
  • Must be able to obtain and maintain a government-issued credit card
  • Selectee subject to random drug screenings

Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
    • Current USPS-OIG or USPIS 1811 employees
    • At least 5 years of professional federal law enforcement experience
    • Experience working Violent Crime and or Narcotics Investigations
    • Have received a met expectations performance rating for the latest two performance appraisals (FY2022 and 2023)

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Evaluation Factors listed below:
  1. Knowledge and demonstrated experience conducting narcotics investigations.
  2. Knowledge in Postal Service and external databases utilized in USPS-OIG narcotics investigations.
  3. Knowledge of Postal Service mail processing, delivery procedures, and mail flow.
  4. Demonstrated ability to define problems, analyze alternatives, and recommend solutions to difficult criminal investigative problems or issues.
  5. Demonstrated ability to effectively communicate, both orally and in writing, facts and circumstances of investigations to individuals and/or groups.

You will no longer be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; or receive a zero (0) rating on any evaluation factor.
Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
