Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as a Operator-Marine Derrick on board the Derrick Barge HJ Schwartz with the US Army Corps of Engineers, duty location is the Duluth Regional Project Office at Duluth O&M Section, Duluth, MN. As Crane Operator, you will operate the Amclyde Derrick Crane on the Derrick Barge HJ Schwartz.

The Floating Plant performs maintenance of navigational structures at federal harbors from Duluth, MN to Grand Marais, MN & Marquette, MI. Depending on funding allocations the platform can be utilized to perform maintenance on breakwaters across the Great Lakes.

Duties

  • Serves as principal operator of a derrick or crane aboard derrick-barge or crane-barge displacing 175 to 1100 tons engaged in waterway and harbor maintenance on the Great Lakes.
  • Principle operator of a crane or derrick aboard vessel engaged in channel maintenance and hoisting services.
  • Prepares AHA documents for crane operations, lift plans and critical lift plains in accordance with EM385-1-1.
  • Makes heavy lifts to and from docks, other vessels, and from underwater areas by operating various buckets, hooks and grapples used for digging, lifting and depositing materials on to derrick boat or scow and from derrick boat or scow to underwater.
  • Directs members of the crew in performing preventative maintenance and in making emergency repairs to equipment.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY may be required up to 80% of the incumbent's time.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program
  • This position requires a pre-employment physical examination and be enrolled in the medical surveillance program that requires periodic physical examinations.
  • NCCCO License – Lattice Boom Crawler. Incumbent must possess and maintain a valid Lattice Boom Crawler certification from an ANSI accredited organization. (attach a copy)

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Operator-Marine Derrick~ without more than normal supervision. I have the ability to perform the most difficult and complex preparing crane operation inspections and repairs in a vast variety of situations. I have the knowledge in general marine engineering and work related to marine structure repairs. I also have experience operating and maintaining deck machinery, cranes, power plants and auxiliary systems. I am able to work safely and independently based on my experience and to make sound decisions on what course of action to take. - Failure to meet this Screen out Element will result in an ineligible rating.

  • Physical Effort: Work requires walking, bending, reaching, standing for prolonged periods turning or moving hands, arms, feet and legs to direct or assist in operations on deck or below. Moderate physical effort is required in accomplishing tasks. Incumbent is subject to physical strain from swaying or jarring movements of the vessel.
  • Working Conditions: Work is performed both inside and outside aboard floating plant in all types of weather. There is danger of drowning due to accident or storm and particularly due to improper lifting or handling of heavy objects which may cause the derrick to overturn. There is further danger of injury due to blasting operations. Subject to cuts, bruises, sprains, and broken bones. The possibility of falling or slipping on wet or icy decks, ladders, etc., is present. Exposure to dirt and grease when making repairs to vessel or machinery.
