Job description

Under the direction of the Court Chief Financial Officer or Court Accounting Manager, the Court Accounting Technician performs paraprofessional accounting work, maintains accounts receivable and accounts payable records, makes routine allocations to trust accounts, and prepares claims for distribution of funds; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

This is a paraprofessional level in the accounting field. Incumbents independently perform routine bookkeeping work and perform more responsible and specialized accounting work in accordance with established standards. This class is distinguished from the next higher professional class of Court Accountant I in that the Court Accountant I has broader or more technical assignments that entail work of a more evaluative and analytical nature and regular application of the knowledge of accountancy theories, principles, and systems. It is distinguished from clerical classes in that the consequence of error is greater, assignments are technically more complex and responsible, and the work requires greater knowledge of accounting practices and principles.

EXAMPLE OF DUTIES

  • Receives, and counts cash, checks, negotiables, and credit payments; tabulates register receipts and resolves discrepancies; credits Court and trust accounts and allocates funds as necessary.
  • Maintains a variety of financial records including trust fund balances, accounts receivable, accounts payable, salaries, equipment or fixed assets inventories, fund appropriations and expenditures, and similar accounting, financial, and statistical records; assists in devising forms and methods in financial recordkeeping or accounting systems; prepares journal entries and claims for fund transfers and disbursements; and prepares other administrative adjustments in budget appropriations.
  • Balances accounts, funds, groups, and researches errors by checking previous entries, records, and supporting documents; compares the beginning balance and a recap of daily transactions with the ending balance to ensure that all deposits, journal entries, claims, desk warrants, and tapes are posted accurately; reconciles trust funds.
  • Compiles data for budget preparation purposes; compiles data and prepares claims for state and federal reimbursement; gathers data and prepares special schedules; may prepare technically difficult statistical and/or accounting reports from a variety of sources.
  • Uses personal computer to enter and retrieve data.

QUALIFICATIONS/REQUIREMENTS

Education

Completion of an Associate of Arts degree in Accounting or closely related field. Additional upper division classes with major coursework in accounting or business may substitute for the required education on a year-for-year basis.

Experience

Two (2) or more years of advanced journey level clerical experience in accounting, bookkeeping, or financial recordkeeping or any combination of training and experience that provides the desired knowledge and abilities. Additional qualifying experience may substitute for the education on a year-for-year basis.

Knowledge of:

  • Basic accounting principles, procedures, and terminology;
  • Governmental accounting and budgeting;
  • Modern office methods, procedures, and equipment;
  • General knowledge of the legal requirements and the accounting system related to a particular assignment may be required for certain positions;
  • Some familiarity with accounting software/applications;
  • Operation of desktop PC, modern spreadsheet, and word processing applications.

Ability to:

  • Perform paraprofessional accounting work with minimal supervision;
  • Prepare accurate financial summaries and reports;
  • Make arithmetical calculations quickly and accurately;
  • Count cash and negotiables quickly and accurately;
  • Maintain controls on complex records and analyze data;
  • Analyze and understand data processing reports;
  • Understand and apply the principles and procedures involved in the bookkeeping and auditing functions;
  • Establish and maintain cooperative relationships with those contacted in the course of work.
