Introduction:
As the founding College of the University of Hawai'i in 1907, CTAHR is central to the land-grant mission of UH Manoa. It is the premier resource for tropical and/or island agricultural systems and natural resources management in the Asia-Pacific region, and provides a strong research, outreach/extension and educational programs that support and foster tropical agricultural systems for viable communities, a diversified economy, and a healthy environment. This position will provide leadership for CTAHR Extension, Research, and Instructional programs in Hawai`i County. It will manage and maintain three CTAHR Cooperative Extension offices and seven Research stations in Hawai`i County.
Duties and Responsibilities
Administers the CTAHR Extension and Integrated Extension/Research activities for Hawai'i County.
- Oversees infrastructure construction and maintenance and serves as the public face of CTAHR Extension and Integrated Extension/Research activities in Hawai`i County, based on professional respect and trust and principles of academic responsibility and collegiality.
- Collaborates with the CTAHR Administrative Team and other County Administrators to assure uniform, statewide policies, procedures, and regulatory compliance for Extension and Integrated Extension/Research.
- In conjunction with department chairpersons and County-based faculty, develops priority staffing plans and projects for CTAHR Extension and Integrated Extension/Research programs, with emphasis upon supporting agricultural industries, protecting natural resources, and strengthening rural communities and families in Hawai`i county.
- In conjunction with department chairpersons, provides guidance/mentoring to faculty in accomplishing the mission of CTAHR in Hawai`i county.
- Responsible for operation, repairs and maintenance of all facilities and equipment in CTAHR Hawai`i county, and recommends CIP projects as necessary.
- Responsible for custody, allocation, and maintenance of operational budgets, space, equipment, and facilities for Extension and Integrated Extension/Research infrastructure in the county.
- Hires, supervises, and evaluates county-based APTs and Civil Service employees in Hawai`i County that support Extension and Integrated Extension/Research.
- Administers other applicable fiscal and personnel policies and procedures.
- Performs other administrative duties as assigned by the Dean.
- Officially represents the College in dealing with the county government, Federal and State agencies (including regulatory agencies) located in the county, various advisory groups, industry and community organizations and leaders, and the general public. Maintains an effective working relationship with these organizations and individuals.
- Serves as a public service leader in the community and interacts with other leadership segments in the county.
- Represents CTAHR Hawai'i County interests in the planning and program activities of the College.
- Secures resources to support county-based programs and projects from extramural sources.
- Markets CTAHR programs and activities.
Minimum Qualification Requirements
- Master's degree or higher in an area related to agriculture, natural resource management or human resources.
- Attained the academic rank of R4, S4, I4, or A4 (associate researcher, professor, specialist, or Extension agent), or has demonstrated a record of comparable professional experience prior to appointment.
- Professional administrative experience such as 4H Director, Graduate Chair, Undergraduate Chair, Department Chair, County Administrator, Assistant Dean, etc.
- Experience planning and implementing programs and projects;
- Evidence of establishing and maintaining effective relationships with the public and/or clientele groups;
- Ability to make interdependent judgements and decisions;
- Ability to provide academic, programmatic, and professional leadership.
Desirable Qualification Requirements
- Attained the academic rank of R5, S5, I5, or A5 (full professor, researcher, specialist, or Extension agent), or has demonstrated a record of comparable professional experience prior to appointment.
- Previous administrative experience in University or county governmental setting or equivalent;
- Experience in or knowledge of the county in which position is located;
- Proven grantsmanship ability;
- Strong knowledge and experience in the land-grant University system;
- Ability to work with diverse groups, clientele, agencies, individuals, and stakeholders;
- Experience in managing budgets for large programs; experience in managing facility repair and maintenance projects
