Job description

Cost Estimator, Lead
Key Role:
Provide leadership and support in implementing rigorous and repeatable estimating methodologies across the Booz Allen Defense Solutions portfolio by applying industry best practices and approaches. Apply demonstrated expertise across the spectrum of acceptable estimating approaches, including Comparison, Analogy, Parametric, Top-Down, Engineering, Bottom-Up, and Extrapolation from Actuals, to drive and support the development of sound estimates for a range of complex, engineering solutions. Support the estimating process across the full life-cycle of solution development. Move from system requirements with KSAs and KPPs to a Contractor Statement of Work and WBS to a resource-loaded Integrated Master Schedule at level 4 or below to detailed bases of estimate substantiating solution. Use government-based estimating methods and industry tools to validate other estimating techniques, including USCM, NICM, Government CERs, SEER, or True Planning. Due to the nature of work performed within this facility, U.S. citizenship is required.
Basic Qualifications:

  • 10+ years of experience with analyzing requirement data to conduct cost estimating in mission systems development and integration, solutions, or product-based environments
  • Experience working on strategic cost proposals, including financing, volume development, and management
  • Experience with cost-estimating model development
  • Experience with the use of estimating tools, including BOEMax, SEER, PRICE, or COCOMO
  • Experience in mathematics, statistics, and data analysis, including metrics, cost estimates, profitability, and risk
  • Experience with analytic tools, including spreadsheets and database managers
  • Ability to read and interpret technical documents
  • Bachelor's degree in Math, Engineering, Economics, or Operations Research

Additional Qualifications:
  • Experience with developing Business Case Analysis (BCA)
  • Experience with developing Cost Analysis Requirements Description (CARD)
  • Experience with developing and implementing estimating tools and standards across enterprise business systems
  • Possession of excellent analytical skills and attention to detail
  • Possession of excellent interpersonal and networking skills
  • Possession of excellent oral and written communication skills
  • PMP, CCEA, or EVP Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $81,800.00 to $186,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
