Coordinator of High SchoolSpecial Services and Transition Programs
Education Level and Certification: Master's degree or higher required; Administrator endorsement preferred.Must possess a Nebraska Teaching Certificate at all times during employment with such endorsements as required by NDE Rules 10 and 24.
Reports To: Director of Special Services and Principal
Performance Responsibilities -
  • Policy, Procedure & Regulatory Compliance
    • Knowledge of, adherence to and leadership regarding federal, state, and local policy/regulations impacting the FAPE of students with disabilities, including IDEA, Rules 51 and 55 Parental Rights in Special Education, the WHS Student Code of Conduct, and district special education policies and procedures.
    • Ensuring staff compliance with the timely creation, notification, and writing of all IEP and MDT related paperwork. A specific focus on Indicator 13 and all associated safeguards, processes, and procedures, including quality transition page and Summary of Performance completion.
    • Teaching special education teachers how to progress monitor interventions for IEP goals (e.g., when, tools, how to make decisions about the data, intensify interventions, document, etc.).
    • Periodically spot-checking IEP and MDT compliance, timeliness of IEP completion/submission (including progress reports).
    • Deep understanding of procedural compliance and processes related to the implementation of/fidelity to Functional Behavioral Assessments and Behavioral Intervention Plans, including the Manifestation Determination process.
  • Logistics & Leadership
    • Oversight of the special education department team, including determining special education caseload assignments, teaching assignments and EA allocation for WHS & the Transition Programs. Ability to match perceived student needs to appropriate case manager and/or EA skills/strengths.
    • Evaluation of certified and classified Special Services staff.
    • Being accessible and responsive to student issues/concerns, student behavioral incidents, parent or teacher concerns related to students with disabilities, etc., during the school day. Serve as a key responder during the school day to incidents involving students with disabilities. Serve as a key stakeholder in determining disciplinary consequences for students with disabilities, communicating actions to parents, problem-solving reentry plans.
    • Understanding of the MTSS framework/tiered interventions; actively engage and participate in leadership of the MTSS-B efforts in the building; serve as a member of the problem solving team.
    • Knowledge of service-delivery options and ability to collaborate with specialists and related service providers who serve WHS.
    • Leading the WHS Special Education continuous improvement process; responsible for compiling and analyzing school data, implementing improvement strategies to address school/department goals, and reporting to both the school and district level teams.
    • Serve on the Special Services Directors' Leadership team, representing WHS on the Special Education Steering Committee, serving as an active leader/collaborator during the steering committee, as well as implementing steering committee actions and clarifications in the building.
    • Creating agenda items and facilitating monthly special education department staff meetings, weekly Team Leader &/or PLC meetings; Communicate agenda items, respond to ideas, data, suggestions & concerns brought forward from the PLC.
    • Communicating regularly with the counseling department and master scheduler about student needs, class participation/registration, graduation requirements, credit earning and recovery issues, creation of new classes, etc.
  • Delivery of Specialized Instruction & Intervention
    • Comprehensive knowledge of disability categories, awareness of common needs associated with disabilities, ability to communicate with general and special educators, parents and other stakeholders about student disabilities.
    • Knowledge of student-level programming and the ability to support instructional decision making, collaborate and problem-solve for/with secondary teachers.
    • Serve as IEP case manager for students who are in Level 3 settings and/or transitioning in/out.
  • Assessment & Testing
    • Knowledge and implementation of state/federal/local testing requirements (NSCAS/ACT/AA) for students with disabilities, including eligibility requirements, IEP documentation, test-security procedures, allowable accommodations/modifications, etc.
    • The ability to train special and general educators, communicate with parents and other stakeholders, ensure appropriate testing practices for students with disabilities, and correspond with NDE and district officials regarding student needs, eligibility, test administration practices.
  • Professional Learning, Mentoring & Development
    • Developing special education teachers, specifically their ability to understand regulation and policy; write, deliver and implement quality IEPs; be professionally accountable, and interact effectively with general educators and special education colleagues.
    • Routinely conducting meetings, planning sessions, and department meetings where training on key IEP areas is delivered. Knowledge of and ability to conduct and/or facilitate PD for general and special education staff, EA and admin on topics as deemed necessary.
  • Parent & Community Engagement
    • Knowledge of community Services and agencies designed to serve and support secondary students with disabilities. Make referrals and connect families with support agencies and/or resources as necessary.
    • Serving as the key communicator and "face" of the department when representing WHS in all special education opportunities/encounters at the district or state-level.
    • District Representative for challenging and/or litigious IEP/MDT meeting situations; responsible for effective parent IEP meeting participation and satisfaction; serve as liaison between WHS and district regarding parent complaints and mediation - knowing when it is necessary to share/elevate information to the district.
    • Engaging with families during problem solving efforts to ensure the provision of FAPE within WHS programs.
    • Participation in and support of the communication between special education teacher/case manager, specialists, and/or building/district leadership.
