Job Description
On behalf of the OCPS Program Management Team, manage the OCPS project design and construction contract templates as well as current OCPS continuing Contracts and all related Work Authorizations in support of the OCPS building program.
Provide guidance to OCPS Project Management Team personnel in utilization and interpretation of OCPS contracts and agreements. Maintain and update a listing of all relevant OCPS contracts.
Develop and implement plans and structures to meet the District’s needs for purchasing and contracting services in the most cost-effective manner so that the maximum benefit is derived while the minimum costs are incurred.
Provide opinion and recommendations to OCPS on variety of matters including, but not limited to, distribution of assignments to term service vendors.
QUALIFICATIONS:
1.Bachelor’s degree in business administration, management, public administration or related field from an accredited institution.
2. Five years of experience in an administrative, supervisory, technical or professional position in procurement and contract management. Public procurement experience is preferred.
3. Two (2) years of the above experience to include direct supervisory experience of Buyers/Administrators or other staff in a Procurement setting.
4. Professional Certification highly preferred: Certified Professional Public Buyer (CPPB), CPPO (Certified Public Purchasing Officer); C.P.M. (Certified Purchasing Manager) and/or CPCM (Certified Public Contracts Manager).
COMPUTER SKILLS:
1. Intermediate to Advanced knowledge of Microsoft Excel.
2. Intermediate to Advanced knowledge of Microsoft Word
3. Intermediate to Advanced knowledge of Microsoft PowerPoint
4. Intermediate to Advanced knowledge of Microsoft Outlook.
SPECIAL SKILLS:
Knowledge and experience in the interpretation and implementation of State Statutes, State Board of Education regulations and District purchasing policies. Knowledge of generally- accepted purchasing and contracting practices, contract law and procedures, particularly as they relate to governmental procurement. Demonstrate leadership and management ability; skill in public relations; ability to apply skills of continuous quality improvement to procurement operations. Ability to anticipate District needs for services and implement appropriate strategies and actions to meet those needs. Ability to analyze and synthesize data for use in sound decision making; demonstrated ability to plan and organize effectively and present information in a concise, understandable manner. Ability to work and communicate effectively with external and internal customers, and to resolve issues and disputes.
Other key skills include:
1. Development of Request of Proposal templates and Scope of Work related to the solicitation and contract management of design, construction and other project scopes and services in support of the new construction and renovation of OCPS facilities.
2. Review and Negotiation of architectural and consulting engineering fee proposals and contracts.
3. Preparation of Requests for Proposals and Management of the Bid Process.
4. Strong interpersonal skills with the ability to listen, ask questions and communicate clearly and effectively, including spoken, written and visual communications.
5. Comfortable working with a variety of people including clients, project managers, architects/engineers, contractors and vendors.
RESPOSIBILITIES:
1. Full knowledge and command of industry contracting standards, practices and methodologies
2. Review existing Base Contracts for Continuing Professional Services and Term Service Vendors.
3. Have a thorough understanding of which Contracts require additional scope of services information to create Work Authorizations.
4. Develop templates with detailed technical scope documentation that will be used to issue Work Authorizations. Solicit Program Management team members for technical information as needed.
5. Identify which Contracts will require additional technical requirements.
6. Ascertain what types of documents are necessary to support approval of Work Authorizations
7. Liaise between OCPS Facilities and OCPS’ Contracting Department
WORK AVAILABILITY:
1. Must maintain regular and acceptable attendance at such level as is determined by management.
2. Must be available and willing to work weekends and/or holidays as the employer determines necessary or desirable to meet deadlines.
