The Contract Administrator (CA) is responsible for contractual agreements of the procurement of materials, equipment, or services that support the business efforts of The Company. CA will be responsible for contract lifecycle activities from source to contract award, including assisting in requirement definition, researching opportunities, soliciting RFX packages, leading RFX sourcing events, facilitating supplier due diligence reviews, preparing contracts from existing templates, awarding contracts, and contract close-out procedures when contract obligations are complete. Offers are solicited from existing sources, vendor databases, or new sources through advertisements, trade publications, local and regional chambers of commerce, industry whitepapers, etc. The CA will be made aware of company business goals, and policies, and negotiate the best value for products and services while monitoring any associated risks. CA will collaborate with end-users and will work under the supervision of the principal commercial Contracts Lead, with guidance from the Company's Global Supply Chain and inputs from Company Legal departments (Regional and corporate). The CA will evaluate commercial terms and prepare contract award packages based on the respective managers' technical recommendations and according to the commercial evaluation results. During contract performance, the CA is responsible for monitoring the parties' mutual adherence to the terms of the contract including progress, plans, submittals, change procedures, and commercial performance incentives; as well as aiding end-users (as needed), who are accountable for contract controls, invoices, budgetary cost controls and change order executions within their applicable delegation of authority.

Essential Functions

1. Oversees activities, in conjunction with other Supply Chain team members, over contracts for the purchase or sale of equipment, materials, products, services, software, and construction; examines performance requirements, and delivery schedules, and estimates costs of materials, equipment, and production to ensure completeness and accuracy.

2. May compile data for preparing cost and price estimates.

3. Prepare RFX packages, process specifications, tests, progress reports (as applicable), and other exhibits as required to ensure a quality solicitation.

4. Review bids for conformity to RFX requirements and determine the acceptability of each bid.

5. Manages proposal review and evaluation process.

6. When in-depth evaluation is required, CA plans, schedules, and chairs post-bid reviews with selected contractors and internal technical stakeholders.

7. Negotiates contract terms/conditions with selected firms, as appropriate.

8. Perform terms reviews on purchase orders as appropriate for higher impact purchases by the Supply Chain Procurement buyer team.

9. Advises applicable end-users of contractual rights and obligations upon award decision and contract start.

10. Ensure the collection, review, and disposition of required certificates of insurance and performance bonds.

11. Monitor Contractor compliance with the terms and conditions of the contract during performance through communications with end-users.

12. Verify all parties have fulfilled their contractual obligations and final acceptance of goods/services has been approved by the Project Manager or applicable Department Manager.

13. Document vendor performance, as applicable.

14. Determine and identify lessons learned for future contracting.

15. Close contract files, as applicable

16. Punctuality and regular attendance is required.

17. Meet or exceed established performance expectations set by management.

18. Compliance with all company policies and procedures, including but not limited to safety, confidentiality, and environmental policies.

19. Possession of a valid driver's license issued by the state.

20. Work safely in all areas identify potential safety hazards and work with management to correct them.

21. Work without significant risk of harm to self and others.

22. Perform other duties as required.
