Job Description
We are seeking a Contract Specialist with experience supporting and developing Government procurements. This position will be part of our effort to provide operational acquisition support services for The United States Department of Agriculture (USDA) Forest Service (FS). The Specialist must have proven subject area expertise related to acquisition policies and regulations under the FAR with excellent writing skills and abilities. Experience should clearly demonstrate diversity between construction contracting and service contracting. Shall possess skills and abilities necessary to work in a team environment and communication skills to support project operations resulting in high-quality work. Intermediate knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics is paramount. Experience in contract writing programs (PRISM, Integrated Acquisition System) is strongly desired.
Responsibilities:
Provide intermediate support and assistance in all areas of Federal Acquisition Regulation (FAR) based Federal procurement,
Prepare and review pre-procurement packages, actively participating in developing and managing acquisition plans
Prepare/research support documentation, make quality recommendations to the Contracting Officer, handle and resolve problems, validate data, and otherwise complete actions needed to successfully advertise, solicit, construct, award, administer and/or closeout Government contracts or task/delivery orders
Support a team as they work towards automating systems and software applications including Microsoft Word, Excel, Outlook, SharePoint, Adobe Acrobat, and teleconference applications
Support a team as they use various acquisition approaches, e.g. full and open competition, cost plus and fixed price contracts, Government Wide Agency Contracts, and blanket purchase agreements, and is able to formulate documentation for the various approaches
Support a team as they work on large and complex procurements from procurement planning through contract execution
Support a team as they execute on the full acquisition lifecycle, including the pre-award phase of contracting (acquisition planning, solicitation, source selection, and award), and post-award contract administration, as well as contract problem identification, analysis and resolution. Able to execute acquisitions within prescribed procurement acquisition lead times (PALT) unless times are extended by the Contracting Officer.
Requirements:
- Bachelor's or more advanced degree from an accredited institution in a relevant field.
- Minimum of 6 years experience supporting and developing Government procurements.
