Sr. Contracts & Procurement Specialist

Leading global energy company focused on major capital projects developing a portfolio of renewable energy and green hydrogen projects focused on major capital projects.

 

Location:       Tysons, VA

 

Summary:   

  • The primary purpose of this role is to act as a Senior Quantity Surveyor, providing expert support to the Contracts & Procurement (C&P) Lead by leading or contributing to key elements of C&P deliverables like developing contract strategies, tenders, contract execution, delivery, and close-out, with a focus on cost management, value optimization, and proactive liability management.

 

Job Duties

  • Senior Quantity Surveyor Specific Responsibilities: Perform comprehensive and accurate quantity take-offs from 2D and 3D design models, technical drawings, specifications, and other relevant documentation.
  • Utilize advanced industry-standard quantity take-off software such as Bluebeam Revu, OnX, or similar platforms.
  • Extract and analyze material dimensions, specifications, and quantities with meticulous attention to detail and adherence to best practices.
  • Apply industry knowledge and expertise to account for hidden elements, waste factors, and unforeseen circumstances while performing take-offs.
  • Collaborate with engineers, designers, and other stakeholders to ensure take-offs reflect project requirements and specifications accurately.
  • Develop and maintain comprehensive take-off databases for efficient estimating and cost control.
  • Identify and implement cost-saving opportunities through alternative materials, optimized designs, and efficient construction methods informed by accurate take-offs.
  • Prepare, analyze, and review cost estimates and budgets for projects throughout the lifecycle, from scoping to closeout, leveraging precise quantities obtained from take-offs.
  • Quantify and value variations to contracts, ensuring accurate costing and timely claims resolution, based on documented take-offs.
  • Liability Management Responsibilities: Proactively identify and assess potential liabilities arising from contracts with the Construction Manager, subcontractors, and suppliers.
  • Possess deep understanding and interpretation of complex construction contracts, including clauses related to risk allocation, warranties, guarantees, and limitations of liability.
  • Negotiate contract terms and conditions to mitigate potential liabilities and secure favorable financial terms for the company.
  • Monitor project execution for adherence to contractual obligations and specifications, identifying potential breaches and deviations that could lead to liabilities.
  • Maintain comprehensive documentation of contract administration, variations, claims, and other relevant activities, ensuring proper audit trails and evidence in case of disputes.
  • Collaborate with legal and claims professionals to develop robust defense strategies against potential claims and disputes.
  • Implement effective risk management strategies to minimize liabilities throughout the project lifecycle.
  • General Responsibilities: Support in the development of robust contract strategies for projects in coordination with the Projects team.
  • Develop, coordinate, and evaluate tender packages for Works, Capital Equipment, and services.
  • Negotiate contract terms and conditions to support project schedule and budget.
  • Conduct sourcing activities in accordance with established Project Controls and Contracts and Procurement policies and procedures.
  • Develop well-written, well-structured procurement documentation that supports the project requirements.
  • Support/Lead on proactive performance and relationship management as well as dispute avoidance. Where necessary, dispute resolution including claims assessment and development of resolution strategy.
  • Identify and maximize cost saving opportunities.
  • Provide reports, analyses, and advice to support procurement decision-making, focusing on cost implications, value analysis, and liability management strategies.
  • Identify and evaluate key risks at a contract formation and seek input from other functions as appropriate (e.g. technical, legal etc.).
  • Maintain and update procurement records and generate reports on procurement and contract activity to meet organizational compliance requirements and provide access to procurement information.
  • Contract administration to support execution, including correspondence, contract notices, claims assessment, cost control measures, and proactive liability management initiatives.
  • Work as part of the team to deliver value through competitive sourcing and effective contract management.

 

Job Requirements

  • 10+ years of experience as a Senior Quantity Surveyor in Commercial Construction industries.
  • Strong understanding of construction contracts, pricing, cost management principles, and liabilities.
  • Proven ability to identify and implement cost-saving opportunities and proactively manage liabilities.
  • Experience in preparing and managing claims and variations.
  • Excellent analytical, research, problem-solving, and negotiation skills.
  • Highly developed communication and interpersonal skills.
  • Ability to work in a fast-paced environment across multiple projects.
  • Proficiency in using industry-standard quantity take-off software (e.g., Bluebeam Revu, OnX).
  • Familiarity with common design and drawing formats (e.g., AutoCAD, Revit).
  • Experience with building codes and standards relevant to the industry (Not 100% required, but if they have this, then great)

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus.
