Title: Acquisition Advisory Specialist

Client: Federal Agency

Location: Washington DC ( Onsite four days a week and one day Telework)

Clearance: Ability to obtain a Public Trust

The contractor shall provide acquisition support services to the Procurement Directorate pertaining to all aspects of the acquisition process, including acquisition planning, contract pre-award, cost and price analysis, contract management and administration, and procurement policy. The contractor shall also provide support to programs such as operational assessments and audits, as needed. In addition to these broad work areas, the contractor will assist program managers, contracting officers (CO), and/or designees in developing solutions and recommendations addressing acquisition and contract-related matters.

3. The contractor will provide support services to the Procurement Directorate, including the following:

TASK 1: POLICY AND CONTRACT QUALITY ASSURANCE SUPPORT

The contractor shall assist with providing policy and contract quality assurance support to the Procurement Directorate. The duties related to this task include, but are not limited to:

a. Review requests for proposals, evaluation criteria, and documentation of best value award determinations and, as necessary, assist in cost/price evaluations and provide input to the CO as needed.

b. Assist with drafting acquisition policies, plans, and strategies. Review potential changes to procurement regulations and guidance, including the FAR, HSAR, and HSAM.

c. Conduct quality assurance reviews of contract files, including pre-solicitation, pre-award and post-award documents.

d. Assist in providing acquisition-related and contract administration training.

e. Assist in ensuring compliance with acquisition and procurement policies and procedures and responding to questions from Procurement Directorate staff.

f. Advise and assist with developing trend analyses, risk assessments, and lessons learned documentation.

g. Advise and assist with incentive and award fee planning. h. Assist with contract administration related to various contract issues.

i. Develop and/or revise standard operating procedures, directives, and other policy documents.

j. Assist with data collection, reports, and tracking of taskers, as needed.

k. Provide support in conducting special studies, projects, and initiatives; assisting with procurement oversight reviews and audits, as well as other procurement analysis type activities

TASK 2: COST AND PRICING SUPPORT

The contractor shall assist with providing cost and pricing support to the Procurement Directorate. This support includes analyzing proposals submitted for contracts, orders, and modifications. The duties related to this task include, but are not limited to:

a. Coordinate technical and cost analysis of proposals with the Contract Specialist or contracting officer.

b. Conduct fact-finding to support contractor negotiations/discussions.

c. Provide labor, overhead, and other direct charge (ODC) rate validations.

d. Perform cost/price analysis on contractors' proposals. e. Research contract-related information and data.

f. Monitor, track, and maintain pertinent contract files and correspondence.

g. Provide support for Cost Realism Analysis, Unallowable Cost Analysis, Defective Pricing Analysis, and Other than cost or pricing data

Qualifications:

  • Bachelor’s Degree with 24 semester hours in business-related coursework, from an accredited college or university. Master’s degree preferred
  • DAWIA or FAC-C Level II or III (Equivalent) preferred
  • Eight years of federal contract administration experience
  • Advance proficiency in the use of the FAR clauses.
  • Identify and recommend to senior leadership areas for process improvement, compliance, and/or concerns regarding FAR policies and procedures.
  • Advanced proficiency in the use of PRISM or other contract writing tools
  • In-depth working knowledge of federal procurement regulations and policies.
  • Ability to perform complex cost and/or price analysis functions.
  • Knowledgeable and experienced in using electronic media, including Microsoft Office software (Word, Excel, PowerPoint, etc.)
  • Excellent writing skills and communicate effectively both orally and in writing.
  • Strong decision-making, problem-solving, and analytical skills
  • Excellent interpersonal, organizational, and time-management skills
  • Thrive in a team-oriented, collaborative, results-driven workplace

Job Type: Full-time

Pay: $120,000.00 - $135,000.00 per year
