Position Summary:
The Department of the Interior (DOI), OFPSM-Office of Tribal Leases, requires services for two (2) 105(l) Realty Leasing Specialists. Section 105(l) of the Indian Self-Determination and Education Assistance Act (ISDEAA) provides that Tribes and Tribal organizations carrying out Federal functions may enter into a lease agreement with the DOI for the Tribally owned or rented facility used to carry out those functions. The position(s) will provide a variety of support functions for the ISDEAA 105(I) lease proposals from Tribes and Tribal Organizations.
Duties/Responsibilities:
- Reviews Indian Self-Determination and Education Assistance Act (ISDEAA) 105 (I) lease proposals from Tribes and Tribal Organizations.
- Ensures the completeness and sufficiency of documents and supporting information to form the basis for eligibility and compensation for an ISDEAA 105(l) facility lease.
- Coordinates with the appropriate IA, BIA, and BIE program offices to confirm and verify the programs, functions, services, or activities (PFSAs) administered, or to be administered, in the proposed 105(l) facility are contained in applicable funding agreements.
- Review market surveys for accuracy and completeness when a Tribe or Tribal Organization requests a Fair Market Rate as compensation.
- Coordinates with the DOI Solicitor's Office throughout ISDEAA 105(l) lease negotiations.
- Assists with budget planning support for the ISDEAA 105(l) leasing program.
- Tracks and reports all informal and formal ISDEAA 105(l) lease requests from initial notification through the conclusion of negotiations, lease execution, and distribution of funding for lease compensation.
- Prepares briefing materials for senior managers.
- Assists with developing and updating policy and processes related to the ISDEAA 105(l) leasing program.
- Serves as a point-of-contact for a Tribe or Tribal Organization while negotiating the 105(l) lease terms and for questions about ISDEAA lease compensation.
- Provides technical assistance to Tribes and Tribal Organizations, BIA, and BIE staff.
- Assists in the post-lease execution process of lease compensation per the lease terms and coordinates with the appropriate Awarding Officials.
Minimum Requirements:
- 3+ years of relevant experience
- Bachelor's degree in business- or business-related field preferred
- Experience with real property, leasing, and/or facilities, with knowledge of ISDEAA 105(l) leases
- Experience in public sector government contracting
