Summary
About the Position: This is an Acquisition Workforce Demo Project position. This position supports the Fort Liberty, NC office location. It is in support of the U.S. Army Health Contracting Activity.
This position allows for selection of candidates currently living within the commuting area of Ft. Liberty (formerly Ft. Bragg), NC.

Duties
  • Performs pre-award functions on the specialized area of health care contracting, to include direct health care provider services, medical equipment and supplies, facility maintenance and environment services contracts.
  • Analyzes and evaluates cost and pricing date elements to determine price reasonableness for major acquisitions with limited precedent data available.
  • Administers long-term, complex contracts for procurement of health care providers, medical equipment and supplies, facility maintenance and environmental services contracts.
  • Determine contract type, method of solicitation, options determinations, milestones development, and sources to be solicited.
  • Manage multiple concurrent contractual actions to ensure contracts are developed and executed in accordance with contract stipulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty Travel 10% of the time.
  • Must be willing to provide Financial Disclosure Statement OGE Form 450.
  • Must obtain Defense Acquisition Workforce Improvement Act (DAWIA) certification in Contracting Professional within 36 months of hire.
  • Must be willing and able to obtain Advanced Career Level Certification with 4 years.
  • Must be willing and able to obtain Practitioner Career Level within 5 years.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.(Note. You must upload your transcripts)
OR
Exemption: You are exempt from the education requirements above if
(A) you are a current civilian employee in DoD who occupied NH-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September, 30, 2000;
OR
(B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the NH-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
Specialized Experience at the NH-02 or equivalent level:
One year of specialized experience in the Federal service which includes experience in performing pre-award procurement functions within a medical facility, ensuring that all post-award actions taken are in compliance with the hospitals applicable laws, regulations, and
Executive Orders, analyzing procurements and issues that are related to medical services, medical equipment and supplies for a medical facility.

Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
