The Contract Monitor performs highly advanced (senior-level) consultative services and technical assistance work involving planning, developing and monitoring contract facilities and sex offender treatment programs for the Texas Civil Commitment Office. Provides training, consultative and technical assistance to agency management, agency staff, governmental agencies, community organizations, law enforcement, contractor staff, or the general public. Trains, leads and/or prioritizes the workload of others when making assignments and conducting compliance reviews. Responsible for developing, evaluating, and monitoring a broad range of contracts for the purchase of services and residential beds. Monitors contract facilities to include analyzing operations, observing activities, making on-site visits and examining records. Monitoring of contracts includes: recruitment, procurement, development, evaluation, fiscal monitoring, contract compliance and complaint investigations. Conducts investigations of allegations and resolves them on behalf of management. This position is required to utilize decision-making skills to complete duties. This position is a participant in the Request for Proposal process, contract negotiations and contract renewals. This position oversees secure treatment facilities that house sex offenders that have been civilly committed. This position develops program related policies. This position formulates and implements management policies. Works under minimal supervision with latitude for the use of initiative and independent judgment. Essential Job Functions:
Provides complex consultative services and technical assistance work which involves planning, developing and monitoring contract facilities and sex offender treatment programs. Develops and implements techniques for monitoring agency programs.

Conducts quality assurance reviews and post-compliance review assessments. Participates in and conducts inspections and monitoring reviews of secure treatment facilities housing civilly committed sex offenders and other treatment related contracts to determine compliance with the contract, court orders, laws, regulations, and policies and procedures.

Oversees the secure treatment facilities to include: analyzing contract operations, observing activities and staffing patterns during on-site visits, examining records, interviewing contract staff, agency staff and civilly committed sex offenders.

Conducts compliance reviews of other contracted services for the civilly committed sex offender. Oversees and monitors required administrative and performance reports and recommends appropriate changes to programs and policies.

Studies and analyzes operations and problems and prepares reports of findings and recommendations. Prepares compliance review reports, including the preparation of outlines, specifications or reviews, preparation of draft reports, review of reports with program staff, and preparation of the final report incorporating program staff comments.

Analyzes trends and resolves problems in order to produce a more effective program.

Responsible for ensuring that the conditions of secure treatment facilities are safe, secure and humane.

Provide consultative and technical assistance to agency management, agency staff, governmental agencies, community organizations, law enforcement, contractor staff or the general public.

Consults with agencies involved in the program to identify needs and discuss program effectiveness.

Trains, leads and prioritizes the work of agency staff regarding contract compliance.

Recommends program changes as needed to enhance effectiveness.

Communicates with client families to discuss program requirements at the secure treatment facility.

Provide testimony on contractor actions/documentation and applicable rule and policy as required. Utilizes decision making skills when working with outside entities relative to program and facility operations.

Meets with senior level local law enforcement and DPS to ensure all parties are aware of facility requirements. Reviews and analyzes legislation to determine the applicability and effect of new or proposed legislation. Represents the agency at meetings.

Develops policies related to the civilly committed sex offender program. Prepares justifications for implementing procedural and policy changes. Implements legislation affecting the agency. Reviews contractor policies and provides feedback.

Participates in preparation of Request for Proposal (RFP) for program and housing-related contracts, serves as member of the RFP review process and acts as a member of the negotiation process.

Oversees compliance of contractor policies and procedures. Provides recommendations and justifications for contract negotiations, amendments and renewals. Reviews contractor invoices for accuracy and reports on discrepancies.

Investigates allegations of contract violations, resolves the complaint and documents findings and resolutions on behalf of management.

Develops and implements an annual compliance review plan. Has the authority to formulate and develop operating practices regarding compliance review plans and worksheets based on contract standards, laws, policies, rules and regulations. Prepares and assists in the preparation of administrative reports.

Responds to emergencies as needed. Must be available to assist the Director 24 hours a day, 7 days a week.

Performs additional duties as assigned at the request of the Director or designee. Knowledge Skills Abilities:
Knowledge of the principles of program monitoring; knowledge of applicable state and federal laws, rules and regulations; knowledge of agency; knowledge of emergency response process for secure facilities to include escapes, disturbances, deaths and natural disaster; knowledge of the contract and procurement process, negotiation process; knowledge to develop contracts; knowledge to develop policies and procedures; knowledge of the principles and practices of management; knowledge of sex offenders.

Skills: Skill to review technical data and prepare technical reports; skill in administrative problem solving; skill to communicate ideas and instructions clearly and concisely, skill to communicate and coordinate with other staff, departments, officials, agencies, organizations and the public; skill to interpret and apply rules, regulations, legislation, policies and procedures and use discretion in interpreting; skill to identify compliance with policies, procedures, rules, regulations, contract standards and guidelines; skill to develop and evaluate policies and procedures; skill in the use of computers and related office equipment; skill to gather, assemble, correlate and analyze facts and devise solutions to problems; skill in handling multiple projects or assignments at one time; skill in conducting investigations; skill to train others; skill to prepare and maintain accurate records, files and reports; skill in administrative problem-solving techniques.

Registration or Licensure Requirements:
CTCM certification or ability to obtain within six months of hire. Valid Texas Driver's license. Initial Selection Criteria:
Bachelor's degree from an accredited college or university with major course work in Business Administration, Criminal Justice, Corrections or a related field preferred. Experience in Contract Monitoring required; four years of Contract Monitoring experience preferred. Experience working in a secured facility preferred. Additional Information:
