Performs construction contractor pre-screening activities, business entity verification checks, construction jobsite inspections, and compliance data collection and analysis to verify compliance with Travis County Contract Compliance Program standards and determine appropriate corrective action plans when non-compliance is observed. Performs all monitoring services in strict observance of applicable safety procedures and in accordance with onsite monitoring training protocols and practices. Prepares jobsite observation reports detailing compliance with all federal, state and local wage and safety laws, rules and regulations and with all other construction contract terms, conditions and requirements. Assists in the organization, creation, maintenance and management of Contract Compliance databases and files. Plays central role in providing compliance assistance and resolution of non-compliance issues.
Distinguishing Characteristics:
The Contract Compliance ("CCP") Monitor reports to the Contract Compliance Program Director ("Director"). The CCP Monitor will perform pre-screening of construction contractors and subcontractors submitting bids or proposals in response to Travis County construction project solicitations; conduct periodic onsite monitoring of construction jobsites, as instructed by the Director. Works under supervision with some latitude for the use of initiative and independent judgment as appropriate for the area of assignment. This classification may require a flexible work schedule in order to meet the needs of the department.
Duties and Responsibilities
  • Coordinates with Purchasing Office construction procurement specialists to ensure timely and accurate inclusion of all required construction project documentation (including Better Builder Program certifications and associated documentation) in solicitation packages.
  • Conducts pre-screening activities on designated construction projects, with primary focus on Travis County Better Builder projects, where such activities include: confirming completion and submission of all required bid/proposal documentation and certifications; verifying certification responses and taking appropriate action; business entity checks of prime and subcontractor compliance history and responsibility.
  • Attends pre-bid, pre-construction and post-construction project meetings.
  • Provides updates to County and prime contractor project managers regarding contracting chain compliance with construction contract terms, conditions and requirements.
  • Performs onsite inspections of Travis County construction projects to monitor compliance with Travis County Better Builder® Program standards.
  • Verifies Workers Compensation coverage of construction workforce, as appropriate.
  • Conducts onsite labor compliance interviews and collects, organizes, and stores data in databases specified by CCP Director.
  • Reviews certified payroll data and workforce job classification for compliance with applicable federal, state and local wage laws (Davis-Bacon and Related Acts, the Texas Prevailing Wage Act, etc.).
  • Documents suspected or verified safety violations and safety training disparities.
  • Verifies apprentice labor designation and apprentice/journeyman training, as appropriate.
  • Analyzes collected data to identify trends and acute performance deficiencies and advises the Director regarding recommended corrective action plans and compliance assistance measures needed or recommended.
  • Develops, maintains, and updates databases periodically, as directed.
  • Prepares administrative reports and recommendations as directed.
  • Assists and coordinates quality control verification services with third party Compliance Monitors on designated projects.
  • Maintains accurate records and notes.
  • Performs other job-related duties as assigned.

Minimum Requirements
Education and Experience:
Associates Degree in English, Communications, Building Construction or similar AND two (2) years of Compliance Monitoring, contract administration, or similar experience;
OR,
any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver's License
Preferred:
  • OSHA-30 Certification
  • Bilingual Spanish speaker

  • Methods and procedures used in construction jobsite inspecting or monitoring
  • Federal, State, and Locally-applicable laws, rules, and regulations pertaining to mandatory wage rates, safety standards and other construction-related statutes
  • Standard office procedures, computer equipment, databases, and related software applications
  • Business-letter writing, grammar and punctuation, and report preparation

  • Following established monitoring, verification and interview protocols, procedures and processes
  • Interacting effectively with construction management, contractors, subcontractors, construction workers, and County personnel

  • Effectively present information to construction project participants in pre-bid/pre-proposal and pre-construction meetings

Work Environment & Other Information
Physical requirements include lifting/carrying up to 25 pounds, visual acuity, speech and hearing, hand and eye coordination and manual dexterity, necessary to operate a computer, monitor, keyboard, printer, fax machine, copier, adding machine, typewriter and basic office equipment, vision to monitor, standing, sitting, walking, climbing stairs and ladders, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, client/customer contact, squatting to perform the essential functions.

Holidays

Longevity
Longevity pay is paid for each year completed after three years of continuous service. Peace Officers in a law enforcement activity, whose job requires state peace officer certification, receive pay after one year of certification.
Parking
A limited number of assigned parking spaces are available to employees in the Courthouse Complex.
Personal Holidays
Regular, full-time employees are eligible for up to three paid personal holidays each calendar year. Part-time employees shall be granted personal holidays on a prorated basis. New employees earn personal holidays for the calendar year in which he/she begins employment, based on the month in which employment begins:
January - March

None
New employees are eligible to take personal holidays after 90 days of employment.
Retirement
Travis County is a member of the Texas County & District Retirement System with mandatory participation by certain classes of employees. Matching of two hundred twenty-five (225%) and a seven percent (7%) of the gross salary is deducted each pay period. An employee is fully vested after eight years of service. Benefits are prorated for part-time employees.
Sick Leave
Regular employees earn sick leave at a rate of eight hours per month with unlimited accrual during employment. Part-time employees earn sick leave on a pro-rated basis.
Parental Leave
Each Full-time Paid Parental Leave Eligible (PPL) Employee is entitled to a total of 320 hours of Paid Parental Leave in a 12 month period. Paid Parental Leave for Part-time PPL Eligible Employees is prorated based on the number of hours that they are regularly scheduled to work.
Tuition Refund
Certain classes of full-time employees may receive reimbursement for fees associated with pre-approved, job related course work completed satisfactorily.
Vacation
Based on years of county service, regular, full-time employees earn vacation time at the following rates:
0 to 5 years
4.0 hours per pay period
6 to 10 years
4.5 hours per pay period
11 to 15 years
5.0 hours per pay period
16 to 20 years
5.5 hours per pay period
21 plus years
6.0 hours per pay period
Part-time employees earn vacation leave on a pro-rated basis.
Workers' Compensation
The county provides all employees workers' compensation coverage with benefits in accordance with state statute, if the employee sustains an injury out of, or in the course of work.
