ABOUT THIS EMERGENCY APPOINTMENT:
The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. Department of Economic Opportunity is seeking qualified candidates to fill a Consumer and Business Affairs Representative III vacancy.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Before the end of your initial work period, you will be assessed on your work performance.
This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to Consumer and Business Affairs Representative III.

Essential Job Functions
  • Provides business supportive services with expertise and high degree of professionalism.
  • Coordinates the activities of lower-level staff and provides technical assistance and direction for small business supportive programming.
  • Gathers and analyzes information and statistical data on economic-related service matters and prepares written reports.
  • Assists in the training of lower-level staff and volunteers.
  • Maintains records of technical assistance and prepares correspondence and reports as necessary.
  • Collaborates with external agencies, organizations, and partner affiliates.
  • Conducts surveys concerning client satisfaction and the delivery of services to the public.
  • Conducts field outreach concerning small business service-related matters.
  • Makes presentations concerning economic development related matters and department programs to businesses on growth, contracting, and specialized business support.
  • Staffs a branch office as needed.
  • Performs as the Consumer and Business Affairs Supervisor in their absence.

Requirements
OPTION 1:
One year of experience in the County of Los Angeles as a *Consumer and Business Affairs Representative II.
OPTION 2:
Three years of paid or unpaid experience assisting the public with problems or complaints concerning consumer issues, court procedures, real estate, dispute settlement, or mediation in a consumer protection agency.
OPTION 3:
Three years of experience assisting the public in the solution of problems related to law or legal services, employment, housing, credit, loans, insurance, real estate, landlord-tenant, or similar services.
OPTION 4:
A Bachelor's degree from an accredited college or university in Consumer Science, Home Economics, Administration of Justice, Political Science, Law, Public Administration, or **related fields AND graduation from an accredited paralegal program.
*A Consumer and Business Affairs Representative II provides information and counseling to the public on a variety of consumer service related matters, including real estate, small claims court procedures, dispute resolution, and other consumer related service programs. Incumbents investigate, conciliate, mediate, and resolve complaints on all routine consumer affairs matters.
**Related fields is defined as degrees that have a direct correlation to the Consumer Affairs Representative III job functions.
DESIRABLE QUALIFICATIONS:
  • Experience in providing advocacy, outreach, and/or technical assistance to small businesses regarding government contracting, entrepreneurial start-up support, and/or industry-specific expertise.
  • Experience managing and maintaining sensitive data and information.
  • Experience with presenting and creating presentations using MS Publisher, MS PowerPoint, and/or Canva.
  • Experience with graphic design using MS Publisher, MS PowerPoint, and/or Canva.

SPECIAL REQUIREMENT INFORMATION:
Experience is evaluated on the basis of a verifiable 40-hour week. Prorated part-time experience will be accepted. Include the number of hours worked per week for each position.
To receive credit for the required education, a legible copy of the diploma or official transcript for each degree that displays the degree awarded and date conferred must be submitted as proof of meeting the educational requirement. The official diploma or transcript can be attached to the application or emailed to International degrees in a foreign language must be translated to English and evaluated for equivalency to U.S. standards.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II - Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Performance Evaluation weighted 100%. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
