Construction Project Manager

THE PROJECT [HSPD-12 BACKGROUND CHECK REQUIRED]

The GSA/PBS Region 11 is seeking to implement a variety of energy conservation measures (ECMs) through the Department of Energy’s (DOE) Energy Savings Performance Contracts (ESPC). An ESPC is a partnership between a federal agency and an energy service company (ESCO). 

The Ronald Reagan Building and International Trade Commission (RRBITC) is a 4 million square foot facility dedicated in 1998 and includes an approximately 1 million square foot parking garage. It is located in Washington D.C. in the Federal Triangle near the intersection of 14th Street NW and Pennsylvania Avenue. The facility consists of 15 stories, 10 above-grade floors and 5 below. The concourse, ground floor and mezzanine levels are primarily used as public event spaces housing an amphitheater, large atrium, cafeteria, meeting areas and shops. Above-grade floors 3 through 9 are primarily used as office spaces for various tenants including the USAID, EPA, and Customs and Border Protection. Floor 9 is almost entirely mechanical space while the five lowermost basement floors are primarily parking garage spaces.

The RRBITC receives steam from GSA’s Heating Operation and Transmission Division (HOTD) central heating plant. The steam is used for building and domestic hot water heating. PEPCO is the electricity provider. WGL Energy, under a power purchase agreement, installed the solar PV system covering the roof in 2018. Natural gas is used in the food service area and is provided by Washington Gas.

THE POSITION

To support this overall project, Davidson Brown has been awarded this project and is seeking the immediate hiring of a Construction Project Manager (PM) to provide oversight for the Ronald Reagan Building and International Trade Center.  The PM services being requested are for (1) Construction Inspection for quality assurance; (2) Witnessing of measurement and verification (M & V) of Energy energy-conserving measures (ECMs); (3) Commissioning Oversight; and (4) Project Close-out.  This is an optional multi-year contract.

The PM shall be expected to act mainly as an Owner’s Representative/Consultant by maintaining a physical presence as needed onsite at all of the buildings identified and affected by the ESPC contracts The CM on-site representation will be based upon each ESCO’s ECM implementation. 

The ECM construction work in tenant-occupied spaces will be performed mainly outside of normal hours. Normal hours are from 6 am to 6 pm Monday through Friday for all building locations. Work in the mechanical plant, on the roof or other unoccupied areas may occur during normal hours if allowed by the building manager. Work requiring utility shutdowns normally occurs on the weekends.

The PM shall be expected to provide onsite observation for each day that work is performed by the ESCO. The amount of time on site depends upon the amount and complexity of the ESCO’s work. During ECM Implementation Close-out, the GSA/Davidson Brown expects the PM to reduce onsite presence as outstanding items are completed. Provides effective leadership and management to the project, ensuring quality performance by the project team and by the company as a whole. Has expert knowledge of the construction process, commissioning, and closeout and is responsible and accountable for all facets of project performance, including technical/professional, and client satisfaction. Ability to read and interpret blueprints and construction drawings. Excellent communication and interpersonal skills to collaborate with various stakeholders.
