Position Purpose:

Under general supervision of the Director of Construction, incumbent assists in the management and coordination of all functions and activities required to initiate, manage, and complete all phases of construction related and other various projects. This position will assist the Department in the delivery of professional project management and support services to the Tribe.


Essential Duties and Responsibilities:

• Performs construction and project management duties on Tribal Construction Projects, Construction and Project Management projects, various Tribal building renovation projects, and other non-Construction Projects delegated to the Department.

• Assists the Director of Construction with leading, overseeing, and directing design engineers, architects, inspectors, soils testers, surveyors, contractors, other consultants and testing organizations involved in ongoing and/or proposed Construction Projects.

• Assists the Director of Construction with coordination and communication with other Tribal Departments as needed on all projects and programs.

• Acts in the capacity of representative for the Tribe, representing the Tribe in an official capacity with design engineers, architects, contractors, lawyers, inspectors, soil testers, surveyors, and others.

• Reviews and approves Construction Pay Applications; Monthly Work Progress Pay Applications; Professional Services Invoices; and other construction and design related invoices.

• Estimates, manages, and maintains budgets throughout the project delivery process. Projects and communicates anticipated costs as they relate to changes to inform stakeholders so timely decisions can be made. Must be able to generate monthly spend down reports on projects and other reports as needed by the Finance Department.

• Identifies and manages both internal and external risks associated with any given project.

• Develops and maintains spreadsheet tracking system for all expenditures on Tribal as well as federally funded projects.

• Must be familiar with the various forms of project delivery. Develops and drafts Construction Agreement Contracts and Professional Service Agreement Contracts and will coordinate approval of such documents with the Tribe’s legal department.

• Develops scope of services for work to be performed, and issues Request for Bids (RFB), Invitation for Bids (IFB), Request for Proposals (RFP), Change Orders, Notices to Proceed, and other work instructions and/or instruments.

• Develops project schedules and coordinates project meetings for progress and action-item updates. Prepares and presents information for Tribal Council and other audiences as required or requested.

• Leads project teams in the uniform delivery of projects using effective written and oral communication.

• Provides appropriate documentation of the project process. Documents meeting minutes, writes project updates, and prepares reports as needed.

• Organizes and maintains files, construction documents, and specifications on all Construction Projects.

• Assists with development, review, and approval of Construction Documents and Specifications. Leads the process with regards to internal reviews and approvals by the Tribe of contractual benchmarks during the creation of construction documents.

• Will be required to perform on-site inspection for approval of work, layout, and details.

• Attends training as required or requested.

• Other duties as assigned.

Requirements:

Education and Experience:

· Must have a BA/BS in Engineering, Architecture, Construction Management and/or

· 5 years of related experience OR

· 10 years appropriate and equivalent experience.

· Construction Documents Technologist, Certified Associate in Project Management, Project Management Professional, or similar certifications will be considered in lieu of some of the required experience.


Knowledge, Skills and Abilities:

· Must have 4 years of computer experience, including proficiency using Microsoft Word, Excel, PowerPoint, Teams, SharePoint, PDF editing software, and project management schedules.

· Must have experience assisting in the development and review of agreements and contracts.

· Must have experience in the development and administration of construction budgets.

· Must have public speaking experience and ability to address large audiences.

· Ability to communicate clearly and accurately, orally and in written format.

· Ability to prepare reports, and present facts and information in a clear, complete, and concise manner.

· Must be able to communicate effectively and positively with Tribal Departments, Contractors, Architects, Engineers, Town of Ignacio, La Plata County, BIA, Bureau of Reclamation, Army Corps of Engineers, surveying, archaeological and testing companies, contractors, architects, engineers, various agencies, and the public.

· Ability to add, subtract, multiply, and divide in all units of measure.

· Ability to perform cost estimation quickly and accurately for a wide range of project and material types.

· Must possess basic accounting skills to track job costs and other construction activities.

· Ability to compute rate, ratio, and percent.

· Ability to define problems, collect data, establish facts, and draw valid conclusions.

· Ability to always maintain strict confidentiality, including the ability to recognize situations in which confidentiality is required.

· Ability to establish and maintain effective working relationships with Tribal Officials, Tribal staff and managers, coworkers, and the public.

· Ability to exhibit confidence in judgement and decision making.

· Must work independently, with a minimum of supervision.

· Must have a thorough understanding of construction and project management procedures and processes.


Certifications:

· Valid Driver’s License and Insurance.

Work Requirements:

· Position involves long periods of standing and some sitting, stooping, walking, bending, and kneeling. Work requires the use of computers with exposure to video display terminals, the need to work in front of a computer termination for extended periods of time and some repetitive motion associated with data entry and the use of a computer mouse. Adequate hearing is required to hear/talk with all individuals, and to use telephones on a consistent basis.

· Position involves the ability to access and work at construction sites, including the ability to stand at construction job sites for extended periods of time on uneven ground, in the dirt, and around open trenches. May be required to work in confined spaces.

· Position will involve driving tribal vehicles in all weather conditions.

· Position requires outside work and may involve inclement weather conditions.

· Work may involve exposure to hazardous waste and/or infectious diseases (sewage, contaminated soils, etc.). The noise level in the work environment can be moderate to loud on site.

· Frequent communication with Tribal employees and members daily, including telephone as well as face-to-face interaction.

· Position involves working around heavy equipment including excavators, backhoes, trucks, cranes, etc.

· Position may require working outside of normal business hours for some projects.
