Title:Construction Program Manager

Position Summary:
Midnight Sun Technologies is looking to hire a Construction Program Manager for Picatinny Arsenal NJ with overall responsibility for successful JOC program execution and project site activities to include personnel management and financial performance. Will serve as the single point of contact to the customer and assure overall JOC program compliance and success from project conception to completion. Work will include all aspects of construction and repairs particularly Heating, Ventilation, and Air Conditioning.
Duties/Responsibilities:
- Plans, coordinates, and manages all facets of contract/project performance from conception to completion in order to execute concurrent task orders within budget and schedule; and deliver quality work in accordance with contract requirements and corporate policies and procedures.
- Respond in a timely manner to all contractual agreements, instructions, and inquiries.
- Attend site visits, pre-construction, progress, and other project meetings as required ensuring appropriate documentation of activities.
- Ensure adequate resources are available and/or assigned for successful execution of the overall contract and individual projects (e.g., personnel, office equipment, supplies, etc.).
- Develop estimates and/or perform independent review and approve estimates using RS Means for submission confirming all line items are addressed and/or included based on technical specifications, scope of work, and drawings or sketches.
- Manage individual project execution to include, but not limited to, developing project work packages; coordinating buyout; coordinating submittals; developing and updating schedules; completing closeout documents and submittals; etc.
- Select and negotiate with subcontractors, vendors, and/or suppliers; Review, approve, and monitor agreements.
- Manage individual and overall site financial position to include, but not limited to, preparing budgets; reviewing and approving month project cost reports; and monitoring general conditions,
- Ensure compliance with Health, Safety, Environment and Quality guidelines and procedures along with all local requirements (OSHA, USACE EM385.1.1).
- Provide contract and/or project updates to executive management as requested.
Minimum Qualifications:
- Bachelor's degree in Construction Management, Engineering or related field highly desired
- 10+ years' experience in the Federal construction industry to include JOC, SATOC, MATOC and/or SABER contracts
- Estimating experience using RS Means or other published unit price books to produce detailed and accurate line item estimates
- Proficient with Microsoft Office, Outlook, Excel, Word, PowerPoint, etc.
- Strong verbal and written communication skills, to include clear, concise, and professional presentation; Ability to lead and work well in a team environment. Ability to manage resources and prioritize tasks to meet tight deadlines
Physical/Environmental Conditions:
- Job duties will be performed in an on-site office environment and require visits, which may include various weather conditions, to project sites that are under construction.
