DESCRIPTION OF WORK

JOB SUMMARY
Responsible for supervising and managing the work of Construction Inspectors in the performance of technical public works and private development construction inspections. Also, duties include the responsible for performing technical public works and private development construction inspections.
JOB REQUIREMENTS
  • Provides daily oversight and organization of Construction Inspectors to ensure planned, reliable, and efficient construction inspection efforts throughout the City; organizes resources and coordinates among various public and private entities to ensure all projects have adequate supervision.
  • Inspects public works and private development, including street construction and rehabilitation; water and sewer line installation; storm drainage; and structural improvements for compliance with standard details, specifications and approved plans.
  • Provides assistance in the administration of contracts; processes proposals, bids, pay requests, change orders, and bonds; oversees scheduling, information gathering, documentation, and external coordination with a external agencies and contractors.
  • Assists City Engineers in plan development; compiles estimates; performs take-offs; reviews and develops technical specifications; helps plan and administer departmental policies, details and specifications as they related to improving plans, construction efforts, and adherence to regulatory requirements.
  • Trains and directs the work of Inspectors; provides technical and professional guidance to the Engineering Department, Public Works Department, and other City agencies.
  • Maintains a high level of knowledge in construction safety, engineering and surveying practices and principles, water distribution, sewer collection, and related regulatory requirements.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS
Education and Experience:
  • High school diploma or equivalent.
  • Two (2) years' experience in a related field of work

Special Qualifications:
  • Institute for Transportation Research and Education (ITRE) Road Scholar Program graduate
  • ITRE Advanced Road Scholar Program graduate
  • NC Water treatment Operator Distribution B
  • NC Water Pollution System 3
  • FEMA National Management IS-00700, and 00800.b
  • Storm water Control Measure (SCM) inspection certification
  • American Concrete Institute (ACI)/NCDOT concrete field inspection certifications
  • NC Drivers License Required

KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS

  • Knowledge of design and drafting techniques.
  • Knowledge of engineering and surveying principles.
  • Knowledge of GIS applications.
  • Skill in the interpretation and application of federal, state, and local policies, codes, and laws.

  • Skill in preparing clear and accurate reports.
  • Skill in supervising the work of personnel.
  • Skill in establishing cooperative and productive working relationships.

  • Skill in performing mathematical calculations.
  • Skill in operating computers and other standard office equipment.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

SUPERVISORY AND MANAGEMENT RESPONSIBILITIES
  • This position has direct supervision over Construction Inspector I/II (2)

PHYSICAL DEMANDS
  • The work is light work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion, sitting, standing, and walking. Substantial movements (motions) of the wrists, hands, and/or fingers.
  • Required to have close visual acuity to perform an activity such as: viewing a computer terminal; extensive reading.

WORK ENVIRONMENT
The work is typically performed in an office or outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts.
