The primary purpose of this position is to perform inspections on capital water, sewer, and reclaimed installations as well as plant and pipeline construction with a secondary focus on supporting development inspections as needed. This is accomplished by observing and documenting installations; evaluating various records and reports; reviewing the contractors' submittals; pay apps; performing sections on water, re-use, and sewer elements; attending meetings; conducting research on past projects; testing water and sewer pipes; inspecting structural elements; inspecting lift stations; and validating existing lines. Other duties include gathering soil and water samples; Incumbents are responsible for performing the responsible duties involving the multi-disciplined inspection of capital improvement construction projects. Duties performed require a high degree of initiative, independent judgment, and discretion along with the ability to handle new and unusual circumstances as they arise.
Essential Functions
  1. Acts as liaison between the Toho Water Authority contractors, engineers and property owners on construction projects and construction inspection.
  2. Responds to inspection requests and coordinates inspections and other activities with local and state organizations.
  3. Reviews construction project requirements, costs and issues with project managers.
  4. Participates in job meetings with project team to gather required information.
  5. Represents Toho Water Authority in meetings with engineers and contractors as required.
  6. Provides daily inspection reports to project managers.
  7. Documents and complies with regulations by ensuring conformance with approved construction documents; maintaining reports; documenting project construction tests; ensuring accuracy of charge order submittals; submitting noncompliance notices; and maintaining construction activity reports.
  8. Tracks progress of construction projects; calculates and records quantities or materials used and computes contractor work in progress for progress payments; drafts and maintains files of daily inspection reports and project activities.
  9. Handling emergency situations by locating valves; communicating with field operations; and flushing repaired pipelines. Ensures proper placement and maintenance of signs, barricades and warning devices; ensures proper safety practices are followed at work sites.
  10. May serve as the back up to Senior Inspector and/or other positions in their short-term absence.
  11. All other duties as assigned.

Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain that required qualification would be:
  1. A minimum of a high school diploma or GED issued from an approved GED Administrator.
  2. A minimum of three years of utility, construction, and or inspection of utility infrastructure experience.
  3. Must possess and maintain a valid State of Florida Class E Driver's License.
