SUMMARY
This position is part of a Construction, Engineering, and Inspection (CEI) team for specific Capital Improvement Plan roadway, bridge, building, storm water, parks, and utility projects. Primary function is to represent the County/Capital Projects Manager as the on-site Project Inspector of construction for capital improvement projects and ensures that Construction Projects are completed in accordance with the Contract Documents and County Standards by: performing inspections; keeping appropriate records; coordinating project activities; verifying progress payment quantities for work completed; attending meetings with contractors; and keeping the Capital Projects Manager and Project Engineer/Manager informed via reports, personal visits, meeting, and/or phone calls. Knowledge of safe, quality construction practices, a good level of independent professional judgment, and decision making is essential.
In the event of a natural or man-made disaster that may threaten the area, the employee may be required to perform emergency duties as directed.
ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES

Reports to the Sr. Project Manager whom oversees a team of inspectors for the division's CEI of capital projects and assists the division manager in administering the activities of division and department construction objectives.
Reviews site plans, construction plans, Contract Documents, and agency permit requirements.
Checks project construction plans for conformance with County, FDOT standards; and industry standards.
Acts as Martin County's primary field contact with the contractors, citizens, and the business owners affected by the construction operations.
Performs field inspections to ensure compliance with specifications and plans to enforce
Contract and/or County Standard & Code requirements. Includes Quality Assurance inspection and testing for drainage and roadway grade alignment.
Prepares field books, a daily ledger book, and progress estimates prior to commencement of construction.
Prepares and submits accurate daily reports documenting contract activities and record pay quantities.
Assists contractors' personnel in interpreting the plans, specifications, and special project requirements.
Keeps Project Engineer/Manager informed of all deviations from approved construction plans and specifications.
Tracks contract progress relative to contract time elapsed, amount paid out, and contractors own critical path for construction.
Monitors materials and testing to ensure compliance with specifications.
Coordinates and schedules all required laboratory tests to ensure proper quality control.
Works with utility representatives to resolve conflicts.
Works closely with law enforcement officials to monitor traffic during construction to ensure the safety of the general public.
Observes grades and alignments to ensure compliance with plans and shop drawings.
Receives and reviews record drawings on construction plans provided by the contractor.
Trains other county inspectors in proper inspection procedures.
Performs roadway inspections for periodic night-time work operations.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of civil engineering and specifically roadway and drainage design; principles and practices of construction; local agency and state roadway design standards.
Knowledge of construction processes and procedures, materials, methods, and equipment as they relate to civil engineering projects.
Knowledge of construction procedures for site work, roadway construction, drainage systems, utility work, signalization, signing, striping maintenance of traffic, materials sampling, testing procedure, asphalt mix preparation and blueprint reading.
Knowledge of state and local codes; OSHA Safety Regulations and Florida Department of Transportation Standard Construction Practices.
Knowledge of construction inspection methods, change orders, review and processing of pay requests.
Knowledge of computer hardware and software programs utilized in the performance of job related tasks.
Ability to read and interpret construction plans and specifications and to recognize deviations from such plans in the construction process.
Ability to make detailed technical inspections; to independently make decisions in the field in accordance with appropriate laws and regulations; to establish and maintain effective working relationships with County officials, contractors, engineers, architects, property owners, and the public; and interact tactfully and impartially.
Ability to express ideas effectively orally and in writing.
Ability to plan and direct the work of professional engineers, technicians, contractors, and inspectors in a manner conducive to effective performance.
Ability to apply engineering knowledge of specific administrative and technical problems.
Ability to identify changes to projects as needed in response to unanticipated events that may affect the success of the project.
Ability to analyze information and formulate substantive recommendations based upon such analysis.
Ability to interpret construction plans for roadway, bridge, drainage, storm water treatment area, building, utility, parks, and landscape projects.
Ability to estimate quantities and costs for construction of proposed projects.
Ability to review and recommend approval of plans and specifications prepared by others.
Ability to present ideas and design proposals graphically, verbally, and in writing to Elected Officials, Administration, County staff, other governmental agencies, and the public.
EDUCATION AND EXPERIENCE
Graduation from High School or possession of an acceptable equivalency diploma and three (3) years' experience in the inspection and/or field design of civil engineering projects.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver's License
Advanced Maintenance of Traffic Certification within (12) months of hire date.
