NOTE:  This position is based in Sacramento, CA.  LENAX Does Not Pay for Travel Expenses for Interviews, or relocation if selected for a position.  Candidates selected to move forward in the interview process must be available to interview within 48 - 72 hours of notification.  At present, this position will be required to report full-time to the designated worksite.  Should hybrid work arrangements be made available and approved, working remotely would be considered a benefit and not a requirement; and therefore, a workstation is made available only at the assigned project offices.

Position Description Summary

LENAX is looking to fill a Financial Analyst / Cost Engineerposition supporting a groundbreaking, California rail program, based in Sacramento, California.  Working under the general direction of the program's Project Financial Director, this position serves as the Financial Analyst/Cost Engineer to provide support in the Financial Office reviewing accounting transactions and performing reconciliations with the department budget, for input in the financial cost system (EcoSys).

 

Essential Job Duties - Program-specific activities will include the following:

  • Responsible for financial and performance reporting initiatives for the client; apply knowledge of accounting, financial reporting, and budgeting for large capital projects; utilize high level technical skills with Microsoft Excel and Power Point and demonstrate solid communication and presentation skills; identify issues, analyze solution options, and help implement process and technology improvements. Prepare the cost report for the Capital Outlay Report and supporting Provide management with recommendation on forecasts based on current contract burn rates.
  • Cross train on the cost report and reconciliation of the Fiscal data for reporting in the Capital Outlay and FCP reports.
  • Schedule and track monthly data sets including accruals, expenditures, contracts, budget changes, and forecast changes. Perform flex analysis on the data sets and perform actual analysis.
  • Collaborate with the Project Management , PDS Financial Director, and Project Controls to assess the implications in Capital data.
  • Reconcile Baseline monthly changes and ensure changes are consistent with governing actions.
  • Perform overall month end reconciliation to provide verification of data integrity and accuracy of EcoSys.
  • Other projects as assigned, including reconciliation projects.

 

Hardware/Software Knowledge Specifications

  • Thorough familiarity with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
  • Experience with Adobe Acrobat.
  • Experience utilizing enterprise project controls and project management software systems.  Experience with the EcoSys, financial cost system, a plus.

 

Professional Experience Level/Other Qualifications - To effectively perform the essential functions of the job, the Financial Analyst / Cost Engineer:

  • Must have 7 - 10 years of directly-applicable experience.
  • Must have knowledge of:
    • Accounting principles and procedures;
    • Governmental accounting and budgeting;
    • The uniform accounting system and financial organization and procedures of the State of California and related laws, rules, and regulations; and,
    • Principles of business management, including office methods and procedures; principles of public finance; and business law.
  • Will have the ability to:
    • Work with others engaged in the preparation of financial reports and funding forecasts;
    • Apply accounting principles and procedures;
    • Analyze data and draw sound conclusions'
    • Analyze situations accurately and adopt an effective course of action;
    • Prepare clear, complete, and concise reports; and,
    • Make sound decisions and recommendations regarding the professional problems in maintaining control of a departmental budget; and, possess good organizational skills; be detail oriented and a self-starter that takes initiative.

 

Preferred Qualifications - The ideal candidate will additionally possess the following:

  • 7 to 10 years' budget experience.
  • California public sector experience, including within Transit and/or Department of Finance
  • Fiscal (Hyperion, PeopleSoft) experience.
  • Excellent analytical and critical thinking skills with the ability to solve problems.
  • Ability to identify and document solutions to complex problems with accuracy.
  • Ability to communicate analysis outcomes to higher level management.
  • Ability to effectively coordinate analysis efforts with multiple areas of organization.
  • Extremely detail oriented and organized.
  • An aptitude for learning and working with technology.

 

Compensation for this position will range from $55 - $65/hr.
