This position will perform field inspections to flood control structures to document, assess, and prioritize annual maintenance needs, and follow through with contractors to ensure task is completed.  This position will also serve as the primary construction observer for active capital construction projects to monitor project site for plan and code conformance and keep the project on schedule.


Oversee and manage active construction projects.

  • Visit project site and confirm plans & specifications conformance and overall project compliance; stopping construction activity if compliance actions are not being met.
  • Verifies the accuracy of quantities, materials, and monitors overall project/phasing schedules.
  • Provides on-site guidance to contractors for means and methods of construction activity.
  • Complete daily/weekly/periodic reports to document observations and on site activity depending on project requirements.

Inspection and evaluation of existing flood control facilities.

  • Coordinate on site visits to existing flood control facilities with Operations & Maintenance Project Manager to assess construction/maintenance needs for structure upkeep
  • Document structure deficiencies, contractor availability and urgency to plan for any required improvements.
  • Coordinate with suppliers to verify availability of required materials and material lead times needed for projects.
  • Prepares scopes of work, requires project schedules, and specifications for new task orders.

Procure & manage construction activity on existing flood control structures.

  • Reviews existing budgets and seasonal weather patterns to coordinate and schedule new projects.
  • Receive and review invoices, requests for information and change orders for accuracy and viability.
  • Serves as the point of contact or contractors, superintendents and foreman throughout the project.

Compiles project quantities for bidding projects and prepares costs estimates.

  • Reviews plan sets and drawings to verify and produce project quantities for bidding.
  • Provides quality control and makes recommendations for material selection to fit project budget and generate cost estimates.
  • Conducts research to find adequate material substitutions or new materials/products that better fit project need and function.
  • Performs calculations from valid pricing agreements to determine if on call contractors or advertisement is better suited for the project.

Participates in the design of various projects using computer aided drafting software.

  • Drafts original and amends existing construction drawings using various software applications.
  • Researches property, easement and rights of way and maintains filing system or survey notes, maps, and field books.
  • Takes existing survey data and compiles surfaces to evaluate of changes in topography to assess structure functionality.
  • Performs QA/QC of drawings for in house department designs and outside procured designs.

Assists with plan review for capital projects and existing structure modifications or improvements.

  • Reviews plan sets, reports, specifications, contract docs for conformance with department goals, objectives, standards and best practices.
  • Evaluates proposed alternatives for cost, functionality and constructability.
  • Verifies correctness of dimensions, quantities, materials, notes and specifications.
  • Participates in project meetings to discuss plan revisions or improvements.

Trains, mentors, and leads junior staff.

  • Trains new staff, generates SOPs for policy and procedures.
  • Coordinates observation of duties among engineer techs and field techs to achieve overall department effectiveness
  • Coordinates tasks, sets deadlines for completion of tasks to junior staff.
  • Coordinates junior staff schedules and timelines to ensure all projects, activities and duties are covered and given appropriate attention on any given week.

 

ADDITIONAL DUTIES.  Performs other related duties as assigned.


Education.  Bachelor’s degree in Project Management, Engineering, or related field.

 

Experience. Three (3) years of experience of full-time experience in engineering or construction project management.

 

Education/Experience substitution. In accordance with County Policy.

 

Licenses/Certifications. Valid driver’s license.

 

Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Background check and driver’s license check.

 

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of: Generally accepted means and methods for construction of flood control projects.  General construction activities and operations and equipment. Short and long range planning and technical problem solving.  General knowledge of the design and construction of flood control infrastructure and related tasks.  General knowledge of project management principles, techniques and tools.  General knowledge of estimating, budgeting, scheduling and time management.

 

Skilled in: Generation, evaluation and application of construction drawings, details and specifications.  Various software programing including AutoCad Civil 3D or related programs.  Generating project takeoffs, cost estimates, and conceptual flood improvement designs. Critical thinking and application of technical ideas into verbal or written communication.

 

Ability to: Establish and maintain effective and cooperative working relationships; able to communication effectively orally and in writing; able to priorities tasks and stay organized.  Analyze and evaluate information accurately and express ideas clearly when providing oral and written feedback.  Gather, plot and research applicable information.  Organization of accurate field notes and maintenance records using file management and specialized software.  Prioritization of multiple tasks and ability to meet internal and external deadlines.
