Description
This is a full-time, FLSA non-exempt position with Carson City Public Works, located in Carson City, NV. Under general supervision, performs complex design work for public works and parks projects.
The selected individual may choose from the following options:
Employer-Paid NV PERS Retirement: $24.2334 - $36.3499 hourly / $50,405.42 - $75,607.74 annually
Employee/Employer-Paid NV PERS Retirement:$28.7596 - $43.1398 hourly / $59,820.02- $89,730.68 annually

Examples of Duties
This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.
  • Prepares, revises and maintains a variety of complex and difficult preliminary and final drawings, designs, sketches, maps, as-builts and layouts, using both manual and computer-aided drafting techniques; may perform structured design in the area to which assigned.
  • Prepares and revises a variety of graphic presentations, including signs, visual presentations for meetings, technical illustrations, charts, graphs and forms, normally for departmental use.
  • Performs independent project layout and research.
  • Prepares indexes and develops databases to access maps and drawings; accesses and uses graphic and data files for the GIS system.
  • Posts information to existing drawings and maps; makes computations to support such postings; prepares final documents incorporating such changes as directed or upon project completion.
  • Researches files and indexes for legal descriptions of property, prior drawings and contracts and other information related to the areas of assignment; may prepare legal descriptions of City and private development properties.
  • Updates and maintains hard-copy libraries and computer indexes of standard drawings, maps and specifications; maintains libraries of standard drawings, maps, periodicals and other information related to the department to which assigned.
  • Compiles and verifies the information provided for projects; confers with architects, engineers, construction crews, Assessor staff and others regarding such information and makes changes as authorized.
  • Maintains accurate records and files of work performed; may prepare periodic or special reports related to the area of assignment.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team.
  • Drive a vehicle to visit work sites and/or other agencies to research information.
  • May perform field surveying activities.
  • Demonstrates courteous and cooperative behavior when interacting with elected officials, public and City staff; acts in a manner that promotes a harmonious and effective workplace environment.

Typical Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
Equivalent to HS diploma or GED; AND four (4) years of experience in Civil Engineering design experience; OR an equivalent combination of education, training and experience as determined by Human Resources.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
Valid Driver's License.
Required Knowledge and Skills
Knowledge of:
  • Industry drafting standards and detailing practices as related to the use of AutoCAD Civil 3D.
  • Methods, materials and techniques related to drafting/mapping.
  • Hardware and software applications for computer-aided drafting; graphic layout and design techniques.
  • Codes and ordinances related to the work.
  • Mathematics through algebra, geometry and trigonometry.
  • Printing and duplication requirements and techniques.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Surveying and field construction concepts and terminology.
  • Record keeping principles and practices.
  • Correct business English, including spelling, grammar and punctuation.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.

Skill in:
  • Exercising judgment in planning layouts, choosing scales and providing appropriate emphasis and accuracy in drawings and maps.
  • Detailed understanding of the processes and efficient use of available tools for Autodesk's AutoCAD Civil 3D 2016 (or newer) software.
  • Developing indexing systems for accessing drawings and maps.
  • Use of drafting tools and equipment.
  • Using initiative and independent judgment within established procedural guidelines.
  • Making accurate mathematical calculations related to drafting assignments.
  • Maintaining accurate records of work performed.
  • Setting priorities and meeting critical deadlines.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Recommending solutions to work-related and project problems and issues.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
SUPERVISION RECEIVED AND EXERCISED:
Under General Supervision - Incumbents at this level are given assignments and objectives that are governed by specifically outlined work methods and a sequence of steps, which are explained in general terms. The responsibility for achieving the work objectives, however, rests with a superior. Immediate supervision is not consistent, but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance with instructions.

Supplemental Information
CONDITIONS OF EMPLOYMENT:
  1. All new employees will serve a probationary period of twelve (12) months. Such employees are not subject to the collective bargaining agreement and may be laid off or discharged during this period for any reason.
  2. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  3. Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
  4. Employees may be required to complete Incident Command System training as a condition of continuing employment.
  5. New employees are required to submit to a fingerprint based background investigation which cost the new employee $56.25 and a drug screen which costs $36.50. Employment is contingent upon passing the background and the drug screen.
  6. Carson City participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each applicant's Form I-9 to confirm work authorization. All candidates who are offered employment with Carson City must complete Section 1 of the Form I-9 along with the required proof of their right to work in the United States and proof of their identity prior to starting employment.
