Division of Gaming:

Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.

What we do:

  • Processing license applications and collect fees.
  • Conducting background investigations of applicants.
  • Criminal and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.
  • Conducting criminal investigations into unlicensed and criminal activities within casinos.
  • Conducting compliance inspections.
  • Providing educational services to licensees and the public.

A typical day in the life of a Compliance Investigator II:

Conducts comprehensive compliance Inspections to ensure that licensees, patrons, premises, records and devices are compliant with Colorado Gaming Statutes, Rules, and Internal Controls and Minimum Procedures. Responds to reports and complaints of violations, investigates all discovered and reported violations of Colorado Gaming Statutes, Rules, and Internal Controls and Minimum Procedures. Prioritizes and assigns work for regulatory inspections to the compliance investigations team.

Primary Duties:

Regulatory Inspections and Investigations

  • Investigates all discovered and reported violations of Colorado Gaming Statutes, Rules, and Internal Controls and Minimum Procedures.
  • Responds to reports and complaints of violations.
  • Completes clear and factual reports and database entries to ensure inspections are documented and tracked.

Regulatory Enforcement

  • Initiates appropriate disciplinary action for recommendation and presentation to the Colorado Gaming Control Commission.
  • Files, implements, and monitors enforcement action for gaming violations.
  • Testifies in court and to the Colorado Gaming Commission on all reported facts and evidence related to violations of Colorado Gaming Statutes, Rules, and Internal Controls and Minimum Procedures.

Work Leader

  • Compliance Investigator II collaborates with Criminal Investigators as part of a multi-disciplinary team (a team composed of members with varied but complimentary experience, qualifications, and skills that contribute to the achievement of the Division's objectives) in planning, coordinating, and executing effective complex investigations into alleged violations of Colorado sports betting laws and regulations.
  • Prioritizes and assigns work for regulatory inspections to the compliance investigations team.

Training

  • Provides training and delivers presentations to internal and external sources.
  • Maintains required certifications and stays proficient with necessary state systems.

H6K3XX COMPLIANCE INVESTIGATOR II
MINIMUM QUALIFICATIONS:
Education and Experience:

OPTION 1:

Six (6) years years of experience in compliance or criminal investigative experience in a regulatory environment.


OR


OPTION 2:

Bachelor's degree from an accredited institution in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, economics, accounting, finance, psychology, sociology or a closely related field as determined by the Department.

AND

Two (2) years of professional experience in compliance or criminal investigative experience in a regulatory environment.


OR


OPTION 3:

Additional appropriate education in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, economics, accounting, finance, psychology, sociology will substitute for the required experience on a year-for-year basis.

Special Qualifications (if applicable):
  • Applicants must successfully pass a background investigation and a tax check prior to appointment to position in the Gaming Division.

  • Must possses and maintain a valid Driver's License (at the time of application).


Preferred Qualifications:

The preferred candidate will possess the following qualifications:

  • Experience interpreting and applying statutes and regulations.
  • Experience working in a highly regulated industry that prioritizes public safety.
  • Preferred applicants will possess more than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.
  • Experience in public sector or interacting with government organizations.
  • Outstanding candidates will have recent experience with: investigations involving public safety, and researching databases.
  • Proficiency in Google Suite.
  • Proficient in Microsoft Word and Excel.
  • Excellent oral and written communication and interpersonal skills.
Conditions of Employment with the CDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.


As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
