Summary Statement
Grant Compliance Analyst performs a broad range of complex grant-related activities with an emphasis on compliance monitoring to effectively manage the lifecycle of a variety of federal, state, and local grants. Work is performed primarily under federal regulations and general policy guidelines. This position works under general supervision.
Essential Functions
- Serves as a liaison between internal and funding agency staff to answer and resolve grant- and compliance-related questions and concerns. Remains up-to-date on relevant federal, state and local guidance. Coordinates grant reviews with department staff to monitor compliance with federal, state, and local requirements, including analyzing grant expenditures and activities. Collaborates with internal stakeholders to ensure proper setup of grant awards in core financial system. Assists in the development of grant-related policies and procedures. Provides training and technical assistance to internal staff to ensure compliance with policies and procedures. Performs sub-recipient and contract monitoring activities in accordance with federal, state and local requirements
- Prepares and submits necessary materials to funding agencies to fulfill reporting requirements. Assists with grant closeout activities. Supports internal staff with audit-related inquiries. Compiles, maintains and files grant-related records, including documentation and correspondence, in accordance with policies and procedures.
- Works with internal stakeholders and subject matter experts to oversee grant writing efforts; develops funding request materials, including federal forms, work plans and budgets; and confirms agency compliance with grant guidelines. Submits grant applications with all required supporting documentation by relevant deadlines to funding agencies for award consideration.
- Meets with internal stakeholders to gather information about funding needs and priorities. Identifies potential funding opportunities by completing grant prospect research, including state, federal and private funding opportunities. Assists in the development of the City of Boise's funding strategy, including the maintenance of the grant opportunity database.

Requirements
Required Knowledge, Experience, And Training
Bachelor's degree in business administration, public administration, law, or a related field or two years of equivalent work experience, such as grants and/or contracts management experience, experience interpreting laws and regulations, and auditing or regulatory compliance monitoring experience.
Knowledge of:
- principles, methods, and practices of regulatory compliance monitoring
- techniques and methods used in sound business practices.
Ability to: - communicate and coordinate with various operational teams
- operate specialized accounting/budgeting software
- prepare concise reports
- establish and maintain effective working relationships with outside agencies
- prioritize own workload in order to meet various deadlines
- read, understand, and follow policies and procedures
- work independently and in a team environment using appropriate discretion and judgment

Preferred Knowledge, Experience, And Training
Advanced level of knowledge of principles, methods and practices of grants management as well as experience with the Uniform Administrative Requirements (2 CFR 200) or other federal funding sources and related regulatory compliance requirements.
