Job description

The City of Pittsburg seeks to fill a Community Services Specialist vacancy in the Police Department.

*3% COLA Increase effective July 2024

Community Services Specialists are responsible for providing clerical, technical and specialized assistance to sworn personnel in the preservation of the health, safety and welfare of the community and the enforcement of municipal codes and regulations. The current vacancy for Community Services Specialist is in Operations Support. Incumbents assigned to this division perform a variety of functions and tasks in both the field and the office such as preparing reports; entering data into law enforcement information systems; assisting sworn Police Officers in emergency situations; utilizing a variety of law enforcement communications equipment; assisting sworn officers in booking arrestees, taking fingerprints and filing fingerprint records; conducting prisoner searches; transporting prisoners according to established law enforcement guidelines and processes; and performing other related job duties. Positions assigned to this job class could be assigned to assist with other functional areas within the City's Police Department and may be rotated.

About the Police Department
The protection of life and property is the Police Department's highest priority. The Operations Bureau is responsible for the management of the Patrol Division and the Traffic Unit. The Patrol Division represents the largest component of the Police Department. The Support Services Bureau is responsible for the management of the Investigations Division, Property/Evidence Division, Code Enforcement Division, Records Division, School Resource Officer Program, and the Gang/Vice Team. The Support Services Bureau also provides in-service training and certified courses to ensure compliance with Peace Officer Standards and Training (POST) and applicable educational mandates for all sworn and civilian police personnel.

The City of Pittsburg is a culturally rich and diverse community of over 76,000 residents and expected to grow to 90,000 in the next 20 years. The City of Pittsburg is a full-service city following the council-manager form of government. The City has approximately 300 full time employees and at times, up to 350 employees total (depending on the season). Pittsburg is currently organized into the following departments: City Management, Community and Economic Development (Building, Economic Development, Code Enforcement, and Planning), Community Services (Housing Authority, Pittsburg Power Company, and the Successor Agency to the former Redevelopment Agency, CDBG/Housing Rehabilitation, Environmental Services, Waterfront Administration, and Property Management), Recreation, Human Resources, Finance, Police, and Public Works (Engineering, Operations/Maintenance, Utilities, Facilities, Parks, and Water Treatment). Fire Protection services are provided by the Contra Costa County Consolidated Fire Department. Pittsburg's total budget for FY 22/23 is $225.9 million and a General Fund budget of $51.3 million.

Administrative Support

  • Receives reports from the public by telephone and in person; writes brief reports, receives money and/or property, issues receipts and maintains appropriate record.
  • Responds to questions and concerns from the public, departmental staff and other agencies; provides information and resolves service issues and complaints as appropriate or refers inquiries to appropriate resource.
  • Assists in the processing and maintenance of reports, records and other data; operates a variety of state and local automated information systems; performs other office support/data processing functions as assigned.

Vehicle/Traffic Control

  • Operates a vehicle to check streets for parking violations and abandoned vehicles; responds to complaints from the public regarding abandoned and/or inoperative vehicles; cites vehicles for violations and coordinates the removal of abandoned and/or illegally parked vehicles.
  • Monitors cited timelines and other compliance activities and follows up with appropriate processing.
  • Performs traffic control by directing traffic utilizing hand signals, flashlights, flares, traffic cones and/or other barriers; moves, lifts and positions stanchions, barricades and other heavy objects for establishment of temporary traffic routes.

Property Room Support

  • Assists in the operation and maintenance of the police evidence rooms; receives, inventories, stores, maintains and releases all types of property and evidence coming into the possession of the Police Department.
  • Produces evidence for court, attorneys and investigators upon request and accompanied by appropriate documentation; receives and releases impounded vehicles; provides evidence collection supplies for sworn officers.

Operations Support

  • May assist sworn Police Officers in emergency situations; utilizes a variety of law enforcement communications equipment.
  • Books arrestees; takes fingerprints and files fingerprint records; conducts prisoner searches; and transports prisoners according to established law enforcement guidelines and processes.

Other Assignments

  • As directed, serves as liaison and provides staff assistance to various citizen and community interest groups; may make presentations to community groups.
  • Establishes positive working relationships with representatives of community organizations, state and local agencies and associations, City management and staff, and the general public as a liaison with and representative of the city's Police Department.
Education: A high school diploma or the equivalent of a GED.
Experience: One year of progressively responsible experience with the public in the interpretation and application of laws, codes, rules and procedures.
Substitution for Experience: The successful completion of twenty-four (24) semester units of college coursework in criminology, police science or a related field may be substituted for one year of required work experience.
License: Possession of, or ability to obtain, a valid Class C California driver's license and proof of auto liability insurance is required.

What Happens Next?
