DEFINITION

Under the direction of the Police Chief and supervisors, Community Services Officer IIs perform varied complex non-sworn law enforcement support work in the Police Department including services in the Jail, Property and Evidence, Community Policing and other work units. The successful candidate will be assigned to the Jail. For more information, please visit the page on the City's website.
Under the direction of the Police Chief and supervisors, the Community Services Officer II position performs work under general instructions, but with established policies, procedures and precedents as guides; and performs related duties as required to achieve successful results in support of the City's mission, goals, policies and objectives.

EXAMPLES OF DUTIES, RESPONSIBILITIES AND EXPECTATIONS
The position is accountable to perform as a team member to assist with operational and support duties and services including:
  • Work cooperatively with co-workers, supervisors and command staff; exercise tact, self-restraint and good judgment
  • Support the City's mission, goals, policies and objectives; deliver outstanding internal and external customer service; solve problems and communicate effectively with the public and fellow employees

  • Establish and maintain effective working relationships
  • Jail
    • Receiving, processing, searching, photographing, fingerprinting, transporting and releasing inmates; collecting DNA; assigning charges for crimes and warrants, collecting bail money and processing bonds, writing citations and ensuring the safety and well-being of inmates
    • Preparing criminal cases for filing; serving subpoenas to witnesses, appearing and testifying in court
  • Property and Evidence
    • Receiving, documenting, storing, distributing and disposing of property and evidence
    • Operating radios, computers, cameras, and city vehicles to perform assigned tasks
  • Community Policing
    • Performing crime prevention, community policing, public education, crime and incident reporting, information analysis, crowd and traffic control, follow-up investigation, and evidence preservation activities
    • Making oral presentations to businesses, community organizations and neighborhood watch groups; coordinating community relations programs or activities
  • Performing other related duties as required

  • MINIMUM QUALIFICATIONS
    This position requires:
    Knowledge of: Law enforcement procedures, rules, regulations, terminology and practices.
    The ability to: Successfully complete a comprehensive police background investigation process; communicate effectively orally and in writing; work shifts, weekends, holidays and/or overtime; learn radio codes and procedures; learn and apply applicable provisions of Federal, State and local codes and other regulations and procedures; perform basic computer keyboarding functions; work independently responding to calls for service; maintain control and supervision of inmates; write clear and concise reports; express self in clear and concise manner as well as gain compliance with instructions given to persons in their custody; physically guide/restrain persons under their custody; effectively and expeditiously search persons and identify contraband and possible dangerous items; effectively deal with stressful situations on a continual basis; read instruction manuals and other materials applicable; perform other related duties as required.
    The following skills and/or expected competencies: The position requires computer literacy with knowledge in the use of Microsoft Word and Excel; the ability to learn the efficient use of the department's Records Management System, State, County and local computer databases, document imaging program and other computer systems; ability to communicate using email programs; and ability to understand and adhere to City policies for information technology. The position's expected competencies are sound decision making skills; critical thinking ability; problem solving and innovation skills; initiative to attain results; analytic skills; interpersonal, customer service and diplomatic skills; ethical conduct; proven top performances.
    Required Experience, Education, and/or Training:
    Candidates must possess any combination of training, education and experience which demonstrates potential ability to perform the duties of the position.
    The position requires possession of a high school diploma or G.E.D. equivalent and the minimum age of 18 years at time of appointment. Additional college credits and bilingual skills are desirable. Must possess a valid Class "C" or Class "3" California Driver License; must successfully complete the State of California Detention Officer training program.
    The position requires meeting the physical employment standards for the classification.

    SELECTION PROCESS:
    The selection process may include but is not limited to: application review and evaluation, written examination, performance test and interview. All employment offers made by the City are contingent upon establishing proof of a prospective candidate's legal authorization to work in the United States and successfully passing all components of the pre-employment process, such as: reference check, background investigation, fingerprint criminal history check, post-offer drug test, post-offer psychological and post-offer medical examination, the cost of which will be borne by the City.
