Community Link - Housing Coordinator

Under the guidance of a Program Manager, provide housing services which includes providing education on tenant rights and responsibilities as well as referrals to in-house and community resources. Honor the values and ethics of Community Link while providing prejudice-free and diversity-sensitive services to customers. Provide planning, oversight and support to individuals and families through assistance with obtaining and sustaining safe, decent and affordable housing.

Responsibilities/Accountabilities

Housing Services

  • Conduct thorough housing needs assessments of all new customers and assist during periods of crisis.
  • Coordinate customer referrals, as appropriate, to community resources and to internal resources of financial coaching program and homeownership counseling.

Housing Coordination and Inspections

  • Assist eligible participants with locating suitable housing accommodations and obtain a current, signed lease or occupancy agreement got participants residing in housing. This agreement must be binding for at least on year initially and renew at least monthly at recertification. Enter program information into the Homeless Management Information System. Ensure participant rent satisfies standards for rent reasonableness and area FMR standards
  • Coordinate housing assistance payments with property providers.
  • Complete initial and annual HQS inspections for all assisted units and inform landlords of any deficiencies and needed repairs.

Legal Aspects

  • Maintain confidentiality of all program documents and records.
  • Maintain participant and program documentation, including all financial and programmatic records, for a period of at least five years in accordance with 24 CFR § 578.103 (c).

Administration

  • Issue commitment letters to all customers and property providers regarding program status.
  • Attend and actively participate in interagency staff and multidisciplinary meetings.
  • Compile and submit reports to Program Manager as assigned.

Database/File Maintenance

  • Ensure customers sign a consent form regarding the database.
  • Update and maintain pertinent information.
  • Input data in a timely manner (24 hours).
  • Enter program information into the Homeless Management Information System (HMIS).
  • Accurately record case note, updated plans and recertification's.

ESSENTIAL JOB FUNCTIONS

  • The employee is required to travel at least 50% of the time
  • Ability to work remotely
  • Travel may include trips to local meetings and occasional overnight travel for trainings or conferences.
  • Valid driver's license (records will be reviewed annually)
  • Typing
  • Data entry
  • Proficiency with word processing , spreadsheets, email or presentation software
  • Ability to exercise independent judgment and reason objectively.
  • Ability to communicate effectively in written and oral expression
  • Ability to document accurately, concisely and in a timely manner.
  • Ability to handle a variety of duties.

POSITION REQUIREMENTS

  • While performing the duties of this job, the employee is regularly required to sit; use hands and fingers, handle or feel; and talk or hear.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.

  • Adhere to NASW Code of Ethics
  • Participate in Intake/ Traveler's Aid services rotation, providing telephone and face-to-face information about Community Link programs and community resources.

MINIMUM REQUIREMENTS

  • Education: Associates or Bachelor's degree from an accredited college or university.
  • Two-Three years' experience in housing related industry.
  • Experience based understanding of protocols related to real estate taxes, utilities management, and similar factors related to home occupancy.
  • Effective familiarity with the homeless population including those with intellectual and physical disabilities along with some knowledge about the Residential Real Estate sector and related codes.
  • Bilingual in Spanish preferred.
