SUMMARY
This position provides training and support to the rural health clinics, Community Health Aides, Medical Assistants, and other Health Services staff providing care in Village clinics or home-visit settings. The ideal candidate will be helping the Director of Medical Services by monitoring and measuring quality and performance improvement activities in the village clinics and recruiting new CHA trainees. This position will also provide primary and emergent health services in CRNA clinics in all communities in the Copper River Basin, Cantwell and Mentasta. This position will also be Assistant CHAP Director over CHA program.
JOB DUTIES
- Delivers training to Community Health Aides and Practitioners from all CRNA Village clinics locations utilizing appropriate adult learning concepts and clinical facilitation skills. Assures that training systems are results-oriented, maintain statewide CHAP standards and return value to the organization.
- Reviews and stays current with changes in CHA program services, technologies and policies. Develops updates and revises training contents and schedule to meet new objectives and curricula changes. Deploys new training materials and instructional methods. Prepares and coordinates the development of training program and materials.
- Continues to work as a CHP on a regular basis at a mutually beneficial location.
- Instructs, guides, and coordinates training activities of Community Health Aides and Community Health Practitioners. These activities include but are not limited to providing teaching skills within Community Health Practitioner (CHP) scope of work (IV starts, blood draw, administration of medications/injections, vital signs, hand washing, sterile precautions), acting as surrogate patient, assisting in return demonstrations, and facilitating set-up of additional skills classes in accordance with CHA Basic Training Curriculum.
- Participates in committee and programmatic work to promote CHAP system efficiency and effectiveness. Participates in continuing education as necessary to meet changing program needs and to maintain necessary professional skills.
- May assist with administrative activities of department including data collection, scheduling, budgeting. Help recruit and prepare CHA trainee's for pre-session and Session one and help other CHA's prepare for other Session trainings.
- Maintain proficiency and serve as back-up technician for radiology and collect specimens and perform laboratory testing as needed .
- Facilitate compliance with the Health Aide curriculum, statewide CHAP guidelines, EMS standards, OSHA, CLIA, and HIPAA.
- Facilitate the maintenance of the CRNA Community Health Aides CHA/P and EMS certification through database monitoring and Continued Medical Education (CME); Session Training, Represent CHAP at state and local meetings, as required by Health / CHAP director.
- Monitor and evaluate monthly paperwork / patient charting in CERNER from the village clinics for completion and adherence to the statewide guidelines.
- Complete clinic site visits including chart reviews, monthly paperwork evaluation, and patient encounter forms (PEF) evaluations.
- Work cooperatively with CRNA and outside agency staff, promoting Community Health Aides.
- Effectively assess triage situations and arrange appropriate referrals as needed.
- Consult with and advise medical staff and committees on the Alaska Community Health Aide/ Practitioner Manual (CHAM, iCHAM, eCHAM).
- Collaborate proactively with all interdisciplinary team members with a patient focus to facilitate and maximize client health care outcomes. (Care Coordination)
- Provide appropriate patient education, addressing both preventative and acute health care needs.
- Determine the appropriate level of care in the proper timeframe for patients who call in or present health concerns and generate letters, emails and reports for patient screenings.
- Participate in staff meetings, AACHAPD (And associated committees, as requested by CHAP / Health Director) meetings, and/or medical clinic programs, facilitating as necessary.
- Provide health screening through prenatal, well-baby, and school child evaluations, immunizations and TB testing in cooperation with other providers.
- Coordinate preventive dental program, routine health testing, breast exams, blood pressure, etc.
- Provide patient education, screening, and follow-up regarding STD's, family planning, and other health related conditions.
- Monitor chronically ill patients, making home visits as necessary.
- Maintain clinic equipment and supplies, insuring a sanitary clinic environment.
- Maintain orderly and confidential system of medical records and clinic logs, and submit periodic reports.
- Attend EMS other training and respond to emergencies as required.
- Assist with CHAP Director duties and oversight of CHAs.
- Perform other duties as assigned.
- HYBRID position - 2 weeks onsite or more, and 2 weeks remote to oversee CHA program and mentor trainees.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
- Comprehensive knowledge of Community Health Aide program, including program administrative processes.
- Strong understanding and sensitivity to Alaska Native culture and lifestyle, with demonstrated experience working effectively with Alaska Native population.
- Strong written, analytical, verbal, and interpersonal skills.
- Effective oral and written communications skills with sensitivity to lifestyles of targeted participants.
- Ability to keep accurate records and produce timely and accurate written reports.
- Ability to maintain strict confidentiality as required for HIPAA, other regulations and organization matters.
- Ability to learn and apply program/agency operating policies and procedures.
- Ability to manage multiple priorities and tasks concurrently and meet deadlines.

- Knowledge of training theories and practices including adult learning principles and the development of lesson plans.
- Knowledge of CHAP Certification Board Standards and Procedures and practices in Community Healthcare and patient treatment, and the use of medical equipment and supplies.
- Knowledge of medical terminology, anatomy, physiology and concepts of disease.
- Knowledge of applicable federal, state, tribal and local regulations and requirements.
- Knowledge of the principles of medical records management, and patient file documentation procedures.
- Skill in analyzing clinical tests and examination results.
- Skill in oral and written communication.
- Skill in planning, organizing, scheduling and conducting in-service training classes.
- Skill in collecting and analyzing data regarding service delivery, quality assurance, and utilization.
- Skill in providing effective patient care services.
- Skill in establishing and maintaining cooperative working relationships with other ANTHC employees.
- Ability to work remotely.
MINIMUM QUALIFICATIONS
- High school diploma or equivalent.
- CHAP trained and certified.
- BLS and ACLS certified or ability to obtain within 3 months.
- Minimum of three (3) years CHAP experience
PREFERRED QUALIFICATIONS
- Two (2) years of administrative experience with at least one (1) year of related management experience.
- Seven (7) years CHAP experience

May require local travel between compact services of CRNA which may involve exposure to extreme weather conditions. Works in an environment where protection of client confidentiality is essential. Personal Protective Equipment will be provided when and where needed.
SPECIFICATIONS
Supervision Received:
Work will be monitored through meetings, reports, and regular communication with the immediate supervisor. General guidelines for operations are based on program requirements, conditions of grant award(s), and the general policies and procedures of CRNA.
Supervision Exercised:
Position will supervise other CHAs.
Contacts:
Contacts include and not limited to volunteers, organizational staff, clients, and outside agencies.
