Position Summary:

Under the supervision of the Executive Health Director, this position is responsible for managing the overall direction, coordination, and evaluation of the Accounting and Finance operations to ensure that they operate efficiently and comply with applicable laws and organizational policies.

 

This position requires compliance with Health Center’s compliance standards, including its Standards of Conduct, Compliance Program, and policies and procedures. Such compliance will be an element considered as part of the position’s regular performance evaluation. 

 

Essential Functions:

  1. Safeguard assets and assure accurate and timely recording of all transactions by implementing internal audits, controls and checks across all departments.
  2. Assures that financial operations are effective and efficient and in accordance with accounting and governmental standards.
  3. In coordination with the Chief Financial Officer, prepare budgets, based on annual funding, and grant/contract awards, working with Program/Department Directors and the Chief Executive Officer (CEO).
  4. Interpret and evaluate financial costs to prevent and/or identify potential fraud and abuse.
  5. Function as a control point for all documents concerning funds; ensure employees are paid from the appropriate funding source; review and approve payables ensuring coding is correct.
  6. Manages the accuracy of day-to-day activities related to accounts payable, payroll, accounting and grants accounting.
  7. Coordinate all audit activities. Manages commercial banking relationship; responsible for credit card administration including approving authorized users, tracking spending limits, and paying monthly bill.
  8. Support month-end and year-end close process.
  9. Ensure quality control over financial transactions and financial reporting.
  10. Manage and comply with local, state, and federal government reporting requirements and tax filings.
  11. Develop and document business processes and accounting policies to maintain and strengthen internal controls.
  12. Prepare and submit, or ensure the submission of, monthly, quarterly and annual fiscal reports.
  13. Attend and present fiscal reports during monthly Council/Health Board meetings and special meetings as requested.
  14. Maintain insurance policies for director’s and officer’s malpractice, liability, bonding, vehicle, workman’s compensation, etc.
  15. Works directly with HRG regarding patient accounts and provider enrollment.
  1. Hires, trains, assigns, schedules, directs, supervises, evaluates and disciplines assigned employees.
  1. Prepares regular reports for the YCHC Health Board and Tribal Council as directed.
  2. Must comply with federal laws and regulations as required by the Health Insurance Portability and Accountability Act (HIPAA).
  3. Performs related duties.

 

Knowledge, Skills and Abilities:

  • Knowledge of health care finance, including third party reimbursement mechanisms and Federal guidelines.
  • Knowledge of generally accepted accounting principles (GAAP).
  • Knowledge of Fund Accounting Systems and software.
  • Knowledge of payroll and accounts payable functions.
  • Knowledge of management principles and practices.
  • Knowledge of relevant federal, state and local laws rules and regulations.
  • Knowledge of budget preparation and finance.
  • Knowledge of the functions and operations of YCHC.
  • Knowledge of organizational human resource policy and practice.
  • Ability to identify and resolve problems in a timely manner; gather and analyzes information skillfully; and, develop alternative solutions.
  • Ability to foster a cooperative and harmonious working environment to maximize employee morale and productivity.
  • Ability to prepare and analyze complex financial reports.
  • Ability to read and interpret financial statements.
  • Ability and willingness to work flexible hours in order to meet the organization’s needs/demands.
  • Ability to work with personal computer and utilize a variety of software applications, including MIP Fund Accounting software and office software systems.
  • Ability to communicate clearly and effectively, both orally and in writing, using tact and sensitivity.
  • Skill in project management, establishing priorities, planning, and organizing work.
  • Skill in employee management and supervision.
  • Skill in use of personal computer and a variety of job-related software applications.
  • Skill in verbal and written communication, including the ability to prepare and deliver clear and concise reports.
  • Skill in problem solving, mediating and resolving disputes, and interpersonal relations.

 

Work Environment/Physical Demands:

The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, requiring use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.

 

The work is sedentary. Typically, the employee sits comfortably to do the work.  However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. The employee must be able to read, write, speak and hear.

Supervisory and Management Responsibility:

This is a department head with final responsibility and authority for the accomplishment of objectives, utilization of resources, and personnel administration.  The employee is accountable for the effective and efficient management of the work to achieve goals and objectives. The employee usually receives limited guidance in the form of approval/denial on matters of policy, service levels, goals or objectives from higher authorities.

 

Minimum Qualifications:

  • Bachelor’s Degree in Accounting, Finance, Business Administration, or another related field. Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year for year basis.
  • Five (5) years of progressively responsible relevant health care finance experience including at least three (3) years of supervisory/management experience, and experience with third party reimbursement mechanisms and Federal guidelines.
  • Experience working with IHS and Community Health Center agencies helpful, but not required.
  • Full COVID-19 vaccination required unless a documented medical or religious exemption is approved. 
  • Possession or ability to readily obtain a valid driver’s license issued by the State of Alaska with a clean driving record.
  • Must successfully pass a criminal and background check.
