Definition
Under general direction, performs environmental reviews and reporting for federally funded housing and economic development projects; assists with the direct implementation of revitalization programs that improve the quality of life and strengthen neighborhoods in Davenport.

Examples Of Duties
Gathers and interprets source materials and records, such as site plans, historic register data, GIS information and noise and flood plain data, to complete analytical narratives and document recommendations for federally-required environmental reviews.
Assists in delivering the Department's initiatives, including activities funded with Community Development Block Grant (CDBG), HOME Investment Partnership and other federal and local programs.
Collects, analyzes and organizes data for the compilation of monthly reports and various types of letters and correspondence to individuals, agencies and Department of Housing and Urban Development (HUD) officials.
Outlines procedural steps necessary to accomplish development and compiles and maintains data in an accessible and searchable database.
Provides technical assistance to individuals and entities seeking to develop residential and commercial properties within the City of Davenport and its neighborhoods.
Helps develop and implements new revitalization programs, plans and projects, including researching and applying for grants and other funding sources.
Helps coordinate key project components of various programs, such as contractor bidding and communication and scheduling and marketing open houses.
Researches and updates data regarding legal, financial and ownership status of available properties and potential redevelopment sites.
Helps solicit neighborhood and community input on development proposals and initiatives.
Assists in preparing application forms, evaluates submitted application material, executes contract agreements and other security documents, monitors project progress and processes financial assistance payments.
May partner with staff in researching the viability of redevelopment, securing funding and development of incentive programs for program renewal.
May prepare financial and other reporting materials as required by funding agencies and City departments.
Performs other related duties as assigned.
Qualifications
Bachelor's degree in Planning, Public Administration or closely related field; plus, two (2) years professional experience in economic and/or real estate development, neighborhood planning or related field; or, an equivalent combination of training and experience which provides the knowledge, skills and abilities necessary to perform the required work in this position.
Must possess a valid driver's license and maintain throughout duration of employment.
Must pass a background check as prescribed by the City of Davenport.
Must reside in Iowa or Illinois within two (2) years of hire and maintain residency throughout the duration of employment.
Knowledge and Skills
Good Knowledge of:
Principles and practices of environmental planning, zoning and land use.
Real estate procedures and documents required for purchase or sale of property.
Ability to learn and/or become familiar with local, county, state and federal rules and regulations, ordinances and laws.
Ability to analyze, advise, assist with and solve administrative, operational and/or fiscal issues, proposals and/or other issues related to program management.
Ability to use good judgment and make independent decisions.
Working Skill in:
Communicating effectively with others, both verbally and in writing.
Understanding and following verbal and/or written policies, procedures and instructions.
Excellent interpersonal, organizational and critical thinking skills.
Developing, organizing and managing programs and developing innovative solutions to unique City programs.
Ability to work independently, show initiative and manage time to meet deadlines.
