Summary of Duties: Under the general supervision of the Support Services Manager, and the direct supervision of the Shift Supervisor, a Communications Officer performs a variety of duties related to radio, telephone, automated data communications, and clerical functions within the Police Division. A Communications Officer operates base radio console equipment and acts as a central dispatch/control or relay point to receive and transmit information to safety services (Police & Fire), and other appropriate personnel; operates computer terminals such as LEADS to verify vehicle and personal data, and CAD terminals to record calls for service from the public and track police unit activity; answers inquiries from the public; directs them to the appropriate personnel with the Police Division as well as other City Divisions; operates emergency equipment including 911. Adherence to all applicable Federal and State safety laws, rules, regulations, and City safety policies/ procedures.
Communications Officers are subject to working varied hours, holidays, and overtime as required during assigned shifts and will be subject to emergency call-ins for critical incidents or other situations requiring emergency or additional communication staffing. Regular and punctual attendance is regarded as an essential requirement of this classification.

Given the nature of this classification's duties/responsibilities, it has been designated as "Non-Exempt" under the governing Fair Labor Standards Act regulations and, therefore, is entitled to formal overtime compensation or formal compensatory time.
Essential Functions:
  • Receives and records telephone calls and complaints as well as answers inquiries from the public regarding a variety of issues and events.
  • Provides directions to City facilities, special events, and programs, or advises residents regarding the location of various streets within the community.
  • Receives and transmits radio communications and dispatches safety services, and appropriate personnel as well as coordinating back up support as necessary.
  • Operates LEADS computer terminal to verify and record vehicle and personal data (e.g. verifies vehicle registrations and drivers license information; enters and cancels warrants; runs record checks; enters and clears missing persons, property, etc.).
  • Prepares and maintains logs and records of calls, complaints, receptions, and transmissions for police and fire personnel.
  • Monitors radio frequencies of the Police Division, the Fire Division, other City Divisions, and surrounding police agencies.
  • Dispatches service personnel during and after normal hours of operation.
  • Provides the public and City employees information concerning special events, landmarks, and directions.
  • Female Communications Officers may assist police officers in the processing of female prisoners when female officers are not available.
  • Activates the Severe Weather Siren system and the Mass Contact Notification System (CodeRed) for tornado watches & warnings, and severe weather, as well as for pre-scheduled tests.

Possession of High School Diploma or GED and any equivalent combination of education and experience that would provide the following knowledge, skills, and abilities:
LICENSURE OR CERTIFICATION REQUIREMENTS: (*indicates developed after employment).
Must obtain LEADS and National Incident Management Systems training including; ICS-100, ICS-200, ICS-700, and ICS-800.*

  • Ability to transmit information verbally in a clear, concise, and accurate manner.
  • Ability to maintain good working relationships with public officials, City employees, supervisors, and peers.
  • Ability to interact with the public in a friendly, professional manner and to maintain a favorable and professional image.
  • Ability to handle routine and sensitive inquiries in an effective and professional manner.
  • Ability to maintain confidentiality in handling sensitive and other issues as instructed by supervisors.
