Job description

Title: Attaché – Communication, Public and Governmental Affairs,

The Government of Québec operates thirty-seven representations worldwide, with nine offices in the United States including: Miami, New York, Atlanta, Boston, Chicago, Houston, Los Angeles, Philadelphia, SiliconValley, and Washington DC. The Quebec Government office in Miami is responsible for developing and promoting economic relations between Québec and the state of Florida and territory of Puerto Rico. It promotes Québec in the areas of trade, investment, and technology.

Role description:

Under the supervision of the Delegate and in collaboration with the Southern States Desk, United States Division of the Ministry of International relations and la Francophonie, the employee will:

  • Assist the Delegate in handling daily matters and in strategic planning. Accompany the Delegate to key events; write speeches; organize meetings with government, industry, and academic leaders. Represent, as needed, the Delegate at committees and meetings.
  • Handle communications matters including creating content for social media and traditional media; organize events; receive, relay, coordinate, and prepare responses to media inquiries; develop promotional materials and publications.
  • Coordinate and lead horizontal issues related to advancing Québec priorities, such as but not limited to education, tourism, culture, environment and climate change, science and innovation, and other subject matters.
  • Support the Delegate in various government relations activities, including meeting government officials; monitor, analyze, and prepare reports on economic, legislative and regulatory matters; prepare meeting materials.
  • Coordinate and lead the preparation of visits from Québec to the territory; assist in organizing visits to Québec of U.S. personalities, including preparation of programmes, logistics, briefing notes, and other relevant documents; liaise with stockholders.
  • Actively develop and maintain networks and relationships with pertinent organizations, such as the chambers of commerce, enterprises, institutions, and all levels of government to advance Québec priorities.

Requirements

  • Must be a US citizen or green card holder
  • Education: University degree
  • Language: Proficient English, advance French
  • Willingness to conduct a substantial part of the work in person – including at meetings and events in or out of the office in Miami – and to travel frequently within the state of Florida and the territory of Puerto Rico, and up to two times per year to Quebec.
  • Relevant experience: Two years minimum
  • Excellent oral, written, and presentation skills in English and French
  • Prior experience in either public affairs, communications, government relations, business development; or prior work experience in a chamber of commerce, a foreign consular office, with the Québec government, or with a government organization in Canada or the U.S.
  • Ability to write clear and concise reports, make presentations about complex issues, and develop social media content in both French and English in a timely manner.
  • Proven skills and experience in organizing events, working with media, and handling communications matters.
  • Mastery of various social media platforms, graphic software, and other web tools
