Job Description

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Legal Affairs Division serves as the in-house legal department for DOF, providing professional and comprehensive legal advice and services supporting a full range of city tax and other revenue-related matters. Legal Affairs Division attorneys and staff handle various legal issues, including real property taxes and exemptions, business income and excise taxes, collections, parking violations, treasury, land registry, Conciliation Bureau conferences, FOIL, and employment law.
Headed by the agency's General Counsel/Deputy Commissioner for Legal Affairs, the Legal Affairs Division serves as the in-house legal department for the New York City Department of Finance. The Division provides professional and comprehensive legal advice and services in support of a full range of City tax and other revenue-related matters handled by the Department of Finance's operating divisions. Within Legal Affairs, the Collections Unit supports the agency's debt collections efforts for debt including business income and excise tax warrants, OATH/ECB violations, and handling bankruptcy and foreclosure issues.
The Legal Affairs Collections unit is seeking a Collections Coordinator to be a part of our team. Reporting to the Senior Director of the Collections Unit, the Coordinator will handle the following collections and administrative functions:
  • Prepare, send and track demand letters. Draft other collections correspondence to send to debtors, and track responses. Communicate with debtors who respond by phone, email and in writing.
  • Create and maintain tracking documents, update information regularly and quickly. Prepare reports using Excel.
  • Conduct timely and accurate review of OATH/Environmental Control Board debt and any tax warrant debt or other debt assigned for collection. Research debt related information using online research tools for executions, restraining notices and other legal process to be issued by attorneys.
  • Assist with bankruptcy collections functions such as reviewing bankruptcy notices, assisting with claims processing, and with tracking and coordination of the claims process.
  • As part of the Legal Affairs team, participate in other Legal Affairs projects and perform functions determined by the General Counsel or other Legal Affairs Manager or Director. Support attorneys and collectors in the Collections unit. Provide research as needed.
  • Provide support for taxpayer inquiries received through 311 and the DOF website; accordingly, answer phones, monitor email accounts, and handle correspondence. Create, assign and refer cases in CRM. Ensure follow up on cases.
  • Maintain files and tracking documents, generate requested reports and analyses. Use Excel to create and update reports. Perform data entry for tracking and reporting. Monitor tracking documents for appropriate and timely follow-up.
  • May provide other administrative support to the Legal Affairs division or handle matters or projects in any area as determined by the General Counsel or other Division manager or director.

Minimum Qualifications


1. An associate degree from an accredited college including or supplemented by 12 semester credits in secretarial science, word processing, office automation and/or office technology; or
2. An associate degree from an accredited college, and either one year of satisfactory full-time professional general secretarial experience or six months of satisfactory full-time professional legal secretarial experience; or
3. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and either two years of satisfactory full-time professional general secretarial experience or one year of satisfactory full-time professional legal secretarial experience; or
4. Education and/or experience equivalent to "1", "2" or "3" above. Satisfactory completion of a one year specialized training program in secretarial science, word processing, office automation and/or office technology, or completion of 30 semester credits from an accredited college, including 12 semester credits in secretarial science, word processing, office automation and/or office technology may be substituted for one year of full-time general secretarial experience or six months of full-time legal secretarial experience. However, all candidates must possess a four-year high school diploma or its educational equivalent.
Skills Requirement
Ability to type at a minimum rate of 55 words per minute. For assignments requiring stenographic skills, candidates must also have the ability to take legal dictation. For certain assignments, individuals may be required to have higher typing and stenographic
skills.


Preferred Skills

- Experience with and a full understanding of the collections process. Experience with the data systems used by the Department of Finance such as BTS and the data warehouse and CACs. CRM experience is a plus. - Ability to adapt to changing needs and priorities, including meeting deadlines. Detail oriented and the ability to multi-task. Strong analytical skills. - Skilled in clear and effective oral and written communications. - Excellent computer and research/technical skills, including Microsoft Word, Excel, Access, PowerPoint. Ability to create and update spreadsheets and reports. Create excel spreadsheets and tracking documents to enable data analysis. Internet based research experience is a plus. - Flexible to take on new responsibilities, learn new computer systems and applications and handle a range of functions that may change with the development of the unit and function. - Manage and formulate reports, track correspondence, collections actions and incoming requests to support Legal Affairs as needed.
