The schedule for this position is typically Monday through Friday, 9:00 a.m. to 5:30 p.m.. The position is located in inner SE Portland.
The Clinical Director of Psychiatric Review Board (PSRB) is responsible for oversight of a unique forensic area within Cascadia, while supporting a Trauma Informed Care environment. With the high prevalence of trauma among individuals receiving mental health services, it is required the Clinical Director of PSRB Services understand the effects of trauma on health, coping, and other aspects of the lives of those we serve. This includes clinical model development and implementation, business development and growth, establishing and maintaining good stakeholder and community relationships, providing staff oversight of monitoring and supervision to clients who are under the jurisdiction of the PSRB.
Provides communication with the PSRB team and will report on the development of the following: operations, hiring, training, termination of employees, financial planning and budgets, program oversight, risk management, and quality improvement. The Clinical Director is also responsible for input into development and implementation of Cascadia divisions’ strategic planning and goals. The Clinical Director is responsible and accountable for organizational viability in as much as they create and maintain financially viable programs and operations.

- Direct and operate services within site or agency area in a clinically excellent and financially viable manner.
- Provide support and training for Program Managers, Supervisors, ICM team, and staff in the PSRB on treatment models, risk mitigation, and community safety considerations
- Provide and write community evaluations and CR plans and manage overview of move-in’s to programs.
- Provide coaching and mentoring to staff for performance enhancement, professional development to increase engagement, wellness and alignment with Cascadia’s values and mission.
- Involved in collaborative treatment planning and services provisions. Assist in establishing clinically excellent treatment approaches, assessing client outcomes, and forensic risk management.
- Provide therapeutic interventions as indicated in the Individual Supports and Services Plan (ISSP).
- Develop procedures and systems in support of the program goals, objectives and mission.
- Determine staffing requirements, recruit, hire and train staff in a manner that encourages and maintains diversity and cultural competence. Establish work plans and priorities for staff members, assess their progress, conduct performance reviews, and take corrective action as needed.
- Support program outcomes in reducing the potential for violence using trauma informed de-escalation approaches
- Collaborate with Managers and Supervisors to identify and nurture Emerging Leaders while developing initiatives and opportunities in Strength Based Leadership learning. Provide support in areas of team building, performance motivation and good morale.
- Establish and manage budgets for programs and monitor monthly expenses through communication with program managers & supervisors, fiscal staff, and senior directors.
- Assist in establishing and meeting productivity, census, and revenue goals.
- Identify and direct quality improvement activities routinely within programs, and across program lines as determined by clinical leadership.
- Assist and respond to requests for proposals, requests for new services and other growth opportunities, as well as develop and seek out opportunities to promote Cascadia’s services.
- Serve as spokesperson for covered programs, and develop and maintain positive intra-agency and community relationships. Responsible for building coalitions and collaborations within the agency and in the community.
- Establish positive working relationships with stakeholders and attend key community meetings including provider meetings.
- Provide after-hours support for programs when the manager is unavailable.
- Ensure all program regulations, policies, and procedures, as well as any applicable Oregon Administrative Rules or Oregon Revised Statutes are met with regard to two semi-independent residential facilities.
- Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
- Assist in crisis situations when appropriate, following emergency protocols and procedures, coordinating with the treatment team and the PSRB team with suitable interventions
- Ensure communication with PSRB with regard to risk management, crisis, progress reports and any other relevant matters.
- Demonstrate responsibility for safety of consumers, staff and property; is familiar with fire regulations and evacuation procedures.
- Document and maintain electronic health record (EHR) and ancillary records in a manner that assures compliance with all agency policies, program procedures and local, state, and federal regulations. Maintain accurate and up-to-date documentation as required, associated with billing, assessment, treatment, residents’ progress and other activities.
- Adhere to mandatory abuse reporting laws and HIPAA requirements.
- Ability to facilitate teamwork on a multi-disciplinary team.
- Research and implement appropriate evidence based practices within the program area.
- Complete annual employee training requirements on a timely basis as indicated by agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.
- Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
- Perform other duties as assigned.
Qualifications
Education:
The must applicant possesses a Master’s Degree in a behavioral science field from an accredited college or university. Must demonstrate the competencies as outlined in the Oregon Administrative Rule’s (OAR) to become credentialed as a Qualified Mental Health Professional (QMHP).
Experience:
Requires a minimum of eight years of clinical experience; this includes PSRB servicesor forensics.
Requires a minimum of 2 years’ experience in a leadership role, providing staff supervision/performance management
Specialized Knowledge, Skills and Abilities:
- Must have strong knowledge of adult outpatient and or residential programs including mental health and addiction
- Ability to conduct a Mental Status assessment and formulate a diagnosis according to the most current DSM
- Understand recovery model as it pertains to addictions and mental health, motivational interviewing, illness management and recovery
- Be familiar with evidence based practices, and strength based case management philosophies and strategies and consumer centric perspective as part of Trauma informed Care
- Operate computer hardware and software (including Electronic Health Record software) at a level needed to effectively perform job functions
- Ability to enter data and retrieve data and to prepare reports.
Other:
Possess a valid driver’s license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle
(DMV) check and complete the Cascadia online Defensive Driving course.
