Description

Milwaukie offers just that opportunity for a self-motivated civil engineer. In this role, you will be working with a supportive and collaborative team on a variety of interesting projects to enhance the livability of our community, including world class active transportation improvements, stormwater LIDA facilities, and utility infrastructure upgrades. We take pride in incorporating innovative design while producing tangible results for our rate payers in the near term. This position requires a strong background in the development and review of public improvement plans, specifications and bid documents with an emphasis in transportation infrastructure improvements.
Specific projects will be assigned based on the interest and skills the new Civil Engineer brings to our team. Potential projects on the horizon for Milwaukie's Engineering Team include:
  • A variety of SAFE (Safe Access for Everyone) projects intended to improve active transportation options. Many of these projects include stormwater aspects in addition to active transportation.
  • Design and construction management of water, sewer, stormwater and transportation projects.
  • Major water infrastructure improvements are upcoming including treatment plants, wells, and storage.

Once the qualifications are met for the higher-level position, you will move into the Civil Engineer classification and pay range.
Duties and Responsibilities
This is a professional engineering position that serves as a project manager and provides technical assistance to the City Engineer. The successful candidate will:
  • Plans, designs, and manages engineering design and construction of public infrastructure (water, streets, sewer, and storm).
  • Manages and administer personal services and construction contracts.
  • Review private sector development proposals, apply relevant city code requirements for improvements in the public right of ways.
  • Oversee and direct staff performing field inspections. Conduct limited field inspections as required.
  • Engage with the public regarding project design and help the city respond to community questions and concerns.

Job Specifications
To be considered as a Civil Engineer:
  • A Bachelor's degree in Civil Engineering from an accredited college or university or closely related field, AND
  • Four years of professional experience in civil engineering, landscape architecture, construction project management, or closely related field. Experience may be with a public agency employee or consultant.
To be considered as an Associate Engineer:
  • As Associate Engineer underfill, one (1) year of paraprofessional experience in civil engineering, landscape architecture, construction project management, or closely related field.
  • The city will consider any equivalent combination of knowledge, skills, education, certifications, and experience (including paid and unpaid experience) to meet the minimum position qualifications. Licensing:
Must possess, or be able to obtain by time of hire, a valid local drivers' license.
To be considered as a Civil Engineer: Must have an Oregon Professional Engineering license (or Professional Engineer license from another state and be able to obtain Oregon license within 6 months from date of hire); OR
To be considered as an Associate Engineer: Must have an Engineer In Training (EIT) or Fundamentals in Engineering Certification or be able to obtain this credential within six (6) months of hire.

Hybrid Work Options: After successful completion of probation, this position is eligible to work remotely up to two days per week in accordance with the city's telework policyCompensation: The salary range for this overtime-eligible union represented position is $6,734 - 8,595 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would be no higher than $8,188 per month.
If appointed as Associate Engineer, also over-time eligible and union represented, the salary range is $5,815 - 7,424 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would be no higher than $7,072 per month.

The City of Milwaukie offers a generous benefits package to all regular status employees working at least 20 hours per week (benefits are pro-rated for employees working less than full-time).
Medical Insurance: Employees choose between a traditional indemnity plan (Regence Blue Cross PPO) or a health maintenance organization (Kaiser HMO). Coverage includes employee and eligible dependents. Each plan includes a vision and prescription drug benefit.
Dental Insurance: Employees and dependent family members are eligible for a dental insurance plan which includes preventative, routine and major dental care as well as orthodontic benefits. Employees choose between Delta Dental, Willamette Dental or Kaiser's dental plan.
Flexible Spending Account: The city offers a Flexible Spending Account (FSA). FSA's allow eligible employees to pay for non-covered health related expenses and child care expenses with tax-free income. Additionally, the employee paid portion of the city's medical and dental insurance premiums are paid through the FSA with pre-tax dollars.
Retirement: The City participates in the Public Employees Retirement System (PERS). Benefits paid by PERS are funded from two sources,
- Member contributions paid on behalf of employees by the city (immediately vested); and
- Employer contributions (vested when contributions have been made in each of five calendar years)
Additionally, the city offers a 457 deferred compensation retirement plan. The city makes a contribution of 3.5% to your 457 plan with no contribution required from you. You may contribute additional pre-tax dollars to the 457 plan up to federal limits.
Life Insurance: The city provides basic life insurance in the amount of annual salary to a maximum of $100,000 and accidental death and dismemberment (AD&D) to a maximum of $100,000.
Long Term Disability Insurance: The city provides a long term disability (LTD) plan which provides up to 50% of your salary, up to a maximum benefit of $3,000 per month for qualifying disabilities following a 90-day waiting period.
Employee Assistance Program: Benefit eligible employees and their family can receive up to five free counseling sessions per incident per year from Canopy EAP.

Vacation
Paid vacation time accrues on a yearly basis as follows:

- 109-168 months (9-14 years) 12 hours per month
- 169-228 months (14-19 years) 14 hours per month
- 229 or more months (over 19 years) 16.67 hours per month
Vacation leave may be taken after six months of employment and may be accrued to a maximum of two years.
Non-represented managers and supervisors who do not receive overtime compensation are eligible for administrative paid time off on an annual 'use it or lose it' basis.
Sick Leave: New employees are front-loaded 48 hours of sick leave upon hire. After six months, sick leave accrues on a monthly basis at a rate of eight (8) hours each month worked.
