The Civil Engineer designs projects and prepares project design drawings (in conjunction with the drafting section), specifications, schedules, and cost estimates for facility and infrastructure projects for construction. Responsible for ensuring project designs meet customer’s requirements and adhere to all applicable code requirements and industry standards. Directs and collaboratively works with inspectors in construction management activities. Provides leadership and mentoring to other subordinate engineers and associate engineers. Works in multi-discipline design teams consisting of civil, electrical, and mechanical engineers to address multi-discipline project designs. May lead multi-discipline design teams. Develops engineering standards for installation facilities construction. Evaluates plans/criteria and completes special analyses supporting engineering efforts accomplished by others. Liaises with customers and supervisors to plan, manage, design, and supervise the construction of projects in a customer-oriented manner. Works collaboratively with fellow engineers, draftsmen, Programmer, Chief Engineer, Trades Personnel, Shop Leads, Environmental Supervisor, Operations Manager, Deputy Program Manager, and the Program Manager.
Responsibilities
Develop plans & designs for installation of systems, utilization of facilities, or construction of structures that comply with programmed scope and costs. Determine work classification of project scope and work with contract programmer on issues arising from such determinations.
Collaborate with drafting section to have detailed plans and construction documents drafted. Prepare detailed statements of work for construction projects.
Confer with customer/supervisor to determine project details, such as scope of work, timing of work, phasing requirements, plan preparation, acceptance issues, special conditions, or other matters.
Participate in the contract solicitation process, bid review, award, and pre-work activities. Assure contract documents (e.g. signed drawings, purchase requests, submittal listings, etc.) are promptly prepared, executed and delivered.
Provide input to the base Community Planner in development of the General Plan. Collaborate with the Community Planner, Planner/Programmer and shop craftsmen in developing long range infrastructure plans. Provides expertise in prioritization of work in preparing those plans.
Determine material quantities, labor requirements and other factors, and such information in preparing detailed, accurate projections of construction costs. Prepare documents presenting costs for use in programming projects, preparing budgeting plans, and assessing validity of contractor bids.
Qualifications
Minimum Qualifications
Bachelor of Science Degree or higher in Civil Engineering, Professional Engineer (PE) Licensure in Texas either by examination, reciprocity, or examination results within 60 days.
Able to qualify for and maintain a Government CAC card with necessary background checks.
Experience
Five (5) years' design experience in basic structural analysis, grading, airfield & street improvements, hydrology & hydraulics and underground utilities preferred.
Supervisory Responsibilities
May be required to supervise 2-3 other engineers in a multi-discipline engineering design.
Skills
Possess Analytical abilities necessary to handle complex administrative, organizational, and Civil Engineering design matters.
Competent computer skills – able to input and extract data, prepare briefings, transmit documents; Excel, Power Point, and Word.
Possess excellent oral and written communication skills
Attention to detail and execute on multiple priorities in a fast-paced environment.
Able to interact with customers and company employees in a courteous, professional, and effective manner.
