City Transportation Engineer

Mobile GR is the consolidated transportation department for City of Grand Rapids - encompassing traffic safety, signals, signs, public parking, and transportation policy and planning. Mobile GR is actively testing ways to improve multi-modal transportation to meet needs for equity, environment, and quality of life. This includes pilots in active transportation, traffic calming, a comprehensive Bicycle Action Plan, close coordination with the regional transit provider (The Rapid), and emerging Transportation Demand Management work. This is advanced professional, administrative, and operational management of activities within the Mobile GR & Parking Services Department. Work includes direct support to the Assistant Director, management and supervision of the department operations, budget coordination and development, contract management, supply procurement and management, and preparation of various documents, presentations, and reports, as assigned. Work is performed with considerable latitude for independent decision making under the managerial direction of the Assistant Director and is reviewed through conferences, reports, and an analysis of results obtained.

ESSENTIAL DUTIES & RESPONSIBILITIES

• Establishes policies and procedures; reviews operations for efficiency, safety and compliance with City policies and makes changes as deemed necessary to improve operations; resolves operational, technical, personnel or administrative problems and works to assure the various divisions work in support of each other
• Provides technical direction and supervision to Transportation Engineering, signs and traffic signals operations staff, works with consultants, and Engineering department personnel to develop standard specifications and maintenance programs. Supervises construction, installation and maintenance activities of traffic signals, signs and Transportation Engineering
• Reviews activities with Assistant Director; participates in development of City policies and procedures; participates in development of plans, ordinances, codes, laws, and regulations affecting areas of responsibility. Provides guidance to the department in the absence of the Assistant Director
• Develops and implements the annual and five-year capital improvement programs for traffic signals, signs, pavement markings and Transportation Engineering, including bicycle and pedestrian improvements and Vision Zero projects. Establishes priorities and oversees the design and budgeting of capital projects
• Conducts long-range cost and feasibility studies; develops plans and oversees the implementation of planned improvements; identifies changing service and capital requirements and develops program and operational alternatives to accommodate them
• Plans and provides for the installation of traffic signals, road signage, pavement markings, and other traffic regulation devices and manages Intelligent Transportation System operations
• Implements detour routing, bus routes and stops, channelization of traffic, pavement marking, and other related matters
• Analyzes and recommends solutions to specific transportation planning and demand issues dictated by community needs, including the gathering, analyzing and reporting on pertinent data, policies, and ordinance
• Manages consultant contracts associated with assigned transportation planning, policy studies, and transportation systems, including initiating requests for proposals. Prepares, negotiates and monitors conformance with inter-agency agreements for transportation
• Manages and participates in technically complex, difficult and sensitive interdisciplinary transportation projects; develops work plans, schedules and budgets; coordinates, assigns and reviews work products; monitors progress of projects

Required Education and Experience

• Bachelor's degree in civil engineering / environmental science, traffic engineering, management, or public administration

--AND--

• Seven (7) years of managerial experience in a field related to traffic management, traffic signal/sign, Transportation Engineering and multimodal design or related management experience

--OR--

• Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities

Required Licenses or Certifications

• Possession of a valid Michigan driver's license

• Must be a Registered Engineer in the State of Michigan

Preferred Certifications

• Professional Transportation Operations Engineer certification
